FISCAL MANAGER – Regular, full-time position working in the New Hampshire Court System, subject to the sufficient and continued funding of the Judicial Branch by the Legislature.
DEFINITION OF WORK
This is highly responsible work in the financial administration of the New Hampshire Judicial Branch.
Work involves responsibility for the planning, organizing, directing and advising required in the administration of the court system budget. Work also involves monitoring and projecting expenditures and revenue and coordinating the fiscal management of the Judicial Branch, including the accounting, and purchasing functions. Work is performed with considerable independence within established policies and procedures.
REPORTING LINES
Reports directly to the Director, Administrative Office of the Courts or his designee. The lead person in, Accounting, Accounting Support, and Purchasing reports directly to this position. Other positions/departments may be assigned to this position by the director.
EXAMPLES OF WORK PERFORMED

Develops budget requests by courts and judicial programs; develops the court system’s fiscal regulations and procedures for approval.
Assists in conducting meetings within the court system on budget priorities; assists in presenting court system budget to legislative committees and cooperates with other legislative committees; analyzes requests and prepares a consolidated court system budget and makes recommendations thereon for consideration.
Supervises the fiscal administration of the court system; develops and implements procedures for control of receipts and expenditures.
Establishes procedures and plans for approval of payrolls, invoices, contract payments, travel reimbursement requests, revolving fund disbursements, and other statements presented for payment.
Oversees expenditures for proper allocations and funds availability; recommends and prepares necessary requests for transfers of appropriation, supplemental appropriations, and requests for salary and benefits adjustments.
Performs financial analysis, projections, and reconciliations.
Supervises internal accounting forms, controls, and procedures to promote efficient accounting operations; coordinates and responds to various requests for financial information; participates in preparing grant applications and fiscal notes; prepares fiscal estimates and projections.
Acts on administrative and personnel matters and functions of assigned staff; acts as liaison with court staff, judges, legislators, agencies, and the public regarding various fiscal matters as requested by the Director; attends meetings, seminars, and conferences; prepares comprehensive reports, correspondence, and memorandums.
Designs and establishes accounting systems for uniform and specialized applications.
May collaborate with court personnel in other states to develop programs of mutual interest.
Recommends policies for system access controls on financial applications.
Performs and directs the performance of related duties as required.
DESIRABLE EDUCATION AND EXPERIENCE
Minimum Qualifications:
Graduate of an accredited four (4) year college or university required with major course work expected in accounting, business or public administration, finance, economics, or closely related field;
Special Preference:
An advanced degree (MBA, MPA) and a certified public accountant designation (CPA).
Minimum of five (5) years accounting or governmental administrative accounting experience, including budget preparation, analysis, and forecasting experience, and thorough experience in organization and management, systems analysis, budget preparation and analysis.
Any equivalent combination of education and experience which provides the following knowledge, abilities and skills:
Thorough knowledge of governmental accounting, auditing procedures, budgeting, and financial applications as they relate to fiscal management; thorough knowledge of the principles and techniques of organization, management and supervision; knowledge of purchasing, cash management, IRS reporting, workload measurement systems, court operations, financing, expenditure control systems, and return on investments analysis.
Considerable knowledge of New Hampshire statutes, regulations, policies and procedures for budget development and accounting.
Considerable knowledge of research techniques and procedures.
Considerable knowledge of business process reengineering (BPR) utilizing best practice methods and techniques.
Knowledge of large scale enterprise resource planning (ERP) systems.
Knowledge of inventory management systems.
Ability to analyze the financial details of the past, present, and expected operations to identify development opportunities and areas where improvement is needed.
Ability to review contracts for vendor payments and other financial implications.
Ability to use good judgment and make independent decisions; to plan and maintain an effective working relationship with employees, judges, other branches of government, and the public; to plan, organize, train, supervise, and evaluate the work of others.
Ability to analyze fiscal problems, to make appropriate recommendations, and to prepare and interpret complex fiscal records and reports.
Ability to clearly communicate ideas orally and in writing with the ability to make formal presentations to senior level managers, judges, legislators, and other groups as necessary.
Performs related duties as required.
