Functional Specialist/Advisor

Requirements: Support the management and integration of transitioning the current OM environments to an Infrastructure Service Provider (ISP) of Operations and Sustainment. Facilitate the ramp-up and integration of activities within NGA/E organizations to provide a more efficient and effective operational environment. Support day-to-day management of ISP initiatives; provide recommendations and advice on the formulation, monitoring, and presentation of budget exhibits for the implementation of the ISPs initiatives. Organize, direct and coordinate the planning and production of ISP projects and support the delivery of project. In conjunction with ISP management, organize, plans schedules using established project/program management standards. Provide recommendations and advice consistent with industry best practices regarding methods of organizing and structuring the directorate to ensure maximum efficiency and effectiveness of resources. Provide recommendation and advice consistent with industry best practices regarding methods of formulating, managing, and presenting project plans and project data. Provide management training for government managers consistent with industry standard management practices. Provide advice to senior ISP management concerning methods of clarifying roles, responsibilities, and interfaces internal and external to E. Assist ISP senior management in ensuring that ad hoc actions/initiates are completed on time. Assist ISP senior leadership in transition activities to NGA Campus East (NCE) Assist ISP senior leadership in the development and integration of managed services activities and CONOPs in a multi-contractual service provider environment Assist ISP managers in further expanding, defining, and documenting various procedures. Assist NDC managers with the coordination of activities with the Interim-NDC-E clean-up plan, NDC-E build-out, NGA Campus East-IT (NCE-IT) and Legacy/Heritage migration programs. Provide program management support, process improvement integration, ISO Standards (9001, 20000, 27001), while assisting with the implementation of IT Infrastructure Library (ITIL) best practices. Standardize OS support (reporting, metrics, policies, performance levels, processes) across multiple OS contracts. Support the delivery of ad hoc tasking assigned to the ISP Core Services Director's Initiative Group (IDIG) and other tasks supported by NGA and E. Support the development of intra- and inter-agency Memorandum of Agreement (MOA) and/or Understanding (MOU) Assist ISP Leadership with crafting all internal and external communications Provide senior engineering support for integrating the current ISP business processes into the core services environment of the 2013 CONOPS. Essential Job Functions Supports business design activities related to application software, data and packaged solutions (Business). Analyzes requirements and develops high-level and detailed business process designs to the elementary business process (EBP) level and derived logical process (DLP) level (Business). Coordinates acceptance testing and creates high complexity test scripts for the business area that contain multiple cases and cycles (Business). Contributes to applying the Catalyst framework, in the role played, to determine the methodological steps that are appropriate for an engagement (Methodology). Leads a team of 3-5 company resources, in area of expertise, to conclusion of a project phase (Management). Designs and reviews designs for the user system interface (USI) for business applications (Technical). Establishes credibility at all levels with clients and builds problem-solving partnerships with clients and colleagues (Relationship Management). Understands sales process, information and support requirements, and assists sales staff in identifying leads (Leverage). Communicates in formal presentation settings including medium sized groups, internal and external project teams and business unit events; develops written communications to address varied styles and information needs (Communication). Qualifications Basic Qualifications Bachelor's degree or equivalent combination of education and experience Bachelor's degree in business, computer science or related field preferred Three or more years of experience in business analysis and design, preferably within a consulting environment Experience working with issues and considerations for selecting business application packages and vendors Experience working with delivery assurance principles and procedures Other Qualifications One to two years of additional relevant experience in a particular business or industry specialty area Strong analysis and design skills Good communication skills Ability to manage competing priorities in a complex environment Ability to devise creative business solutions Ability to convey a strong presence, professional image, and deal confidently with complex business problems Willingness to travel
