General Dynamics IT has an opening for a GIS ScrumMaster in New Orleans, LA.
Expert-level GIS web application developer with proven experience in project management of web-based application initiatives.
Contributing member and team lead of developers in deploying web-based, data-driven GIS applications. Engaged in the development and implementation of system specifications, design, integration, testing, and documentation. Develops risk management and mitigation strategies. Ensures compliance with QA standards.
Essential Functions Responsibilities
Developer Duties
• Develop and revise object-oriented Java and GIS application/interface code, designs, and architecture using Scrum methodology and standards.
• Analyze, review, and modify application code to increase operating efficiency or adapt to new requirements.
• Develop, revise, and document specifications conforming to established methodology and standards.
Develop, document, and conduct integration and unit tests of either new or modified applications.
• Develop and revise program documentation, operation documentation, and user guides in accordance with standards.
Leadership Duties
• Lead a Scrum Team of GIS developers through multiple sprints and releases
• Establish performance standards and objectives for development team.
• Manage and track GIS application projects using SCRUM and provide continual progress reports to IT Senior Management.
• Lead and implement SCRUM and Technical policies, procedures, and guidelines including end-to-end operation monitoring. Provide technical and operational expertise to the development team, which includes leading the development and revisions of:
o Java and Web applications, interfaces, design, and architecture
o Specifications conforming to established methodology and standards
• Lead development and execution of integration and unit tests of either new or modified applications.
• Lead code reviews for adherence to standards and specifications.
• Lead team in writing or revising program documentation, operation documentation, and user guides in accordance with standards.
Master's Degree in Computer Science, Engineering or a related technical discipline, or the equivalent combination of education, technical training, or work/military experience.
Requires 8+ years experience as a software engineering and applications developer.
Requires advanced knowledge of the principles, practices, and procedures used in all phases of full life cycle applications and systems development, engineering, programming, and analysis at a highly technical level.

• Extensive experience in developing applications using the Scrum methodology specifically in leading Scrum teams.
• Experience with developing GIS/Mapping-based applications using ESRI tools such as ArcView, ArcIMS and ArcGIS
• Experience with object oriented programming languages such as Python, .NET, C# is required. Experience is preferable with developing applications using Java/J2EE technologies (JDBC, Servlets, JSP)
• Experience with developing web-based services and SOA
• Experience with client-side, web-development languages (JavaScript, HTML, DHTML, CSS)
• Experience with relational databases (Oracle/SQL and/or DB2)
• Experience with Microsoft Windows Operating System
• Experience coaching and mentoring staff
• Strong interpersonal and communication (verbal and written) skills.
• Strong client relationship management skills.
Desired Qualifications (a plus)
• Certified Scrum Master
• Experience with Security scans (WebInspect, Nessus, nCircle, etc.)
• Experience with Server Configuration (WebLogic, Apache, etc.)
• Experience with Unix
• Experience with Documentum/EDMS
• Experience with developing applications using Python and/or C
• Experience with automated testing tools (QTP, Winrunner, etc.)
• Experience with Oracle Forms and Report
• Experience with code management and version control
• Experience with network hardware, software, and security
• Experience with Microsoft Office suite (Word, Outlook, Excel, PowerPoint - Access and Project
• Knowledge and experience with project management tools.
• Knowledge of the principles, practices, and procedures used in all phases of full life cycle applications and systems development.
• Experience in the oil and gas industry.
Successful candidate must be able to obtain and retain a Government security clearance. Candidates must be authorized to work in the US and a resident of the US for the previous 3 years with no longer than a 90 day absence.
WORKING CONDITIONS: The work is typically performed in an office environment, which requires normal safety precautions; work may require some physical effort in the handling of light materials, boxes or equipment.
