Job Description Construction Management Program Manager AECOM is seeking an experienced Program Manager to support its Richmond-based Construction Management (CM) program. AECOM maintains several municipal and commercial CM programs, and the candidate will transition into the Program Management role. He/she will be responsible for all aspects of program management, including extensive communications with the client (many daily phone calls in addition to routine and unplanned meetings), management of project managers and inspectors, providing back-up support to project managers, and creating and maintaining control of schedules and budgets. From a business development perspective, he/she will track and stay apprised of upcoming work within our contracts, maintaining our positioning with the client PMs and ultimately preparing cost and technical proposals. The candidate must be well-rounded, energetic, and highly motivated to lead a team of professionals in managing concurrent multi-million dollar construction projects. Responsibilities will include Proposal preparation and program management provide constructability reviews on behalf of the client and lead bid evaluations that ultimately lead to a recommendation for award; review and evaluate engineering drawings, specifications, project schedules, and cost estimates to develop a time-weighted cost proposal that mirrors ebbs and flows of the construction work and serves as a basis for fiscal year planning for our clients Construction-phase management lead a team of project managers and inspectors to enforce the contract documents, hold the contractor accountable for schedule, and serve as the client s advocate in the field during construction; includes attending weekly construction progress meetings and monthly client design meetings Project conflict resolution negotiate claims, change orders, and other contract issues arising during and after construction; provide weekly and sometimes daily contractual advice to the client in cases of conflict, regardless of potential dollar and/or schedule impact; and respond to emergency infrastructure issues (i.e., water main breaks, sanitary sewer overflows, etc.) The candidate must have a Bachelor s Degree in Engineering or Construction Management and have a minimum of 15 years of construction management experience in large diameter conveyance systems, water/wastewater treatment system facilities, and/or environmental/remediation construction. At least 5 years of experience with managing CM projects and programs and Professional Engineering licensure is required. The successful candidate must have a working knowledge of construction law in Virginia, and be willing to proactively resolve disputes and other contract-related issues immediately. Technical skills should be commensurate with background and areas of expertise. Must have excellent organizational and communication skills (both written and oral), business development experience, and the ability to handle the demands of multiple priorities (e.g., be able to execute project work and proposals simultaneously).
