Job Description

To provide Technical expertise and strategic leadership to SCB CRES ensuring Best practise and value for money for its Mechanical and Electrical ( ME) infrastructure by.

Key Roles Responsibilities
* Develop and maintain world class technical standards for the installation and maintenance Mechanical and Electrical Infrastructure

* Responsible for the overall effectiveness and efficiency of CRES technical facilities management and related risk management

* Undertake the lead role for providing expert policy, advice and technical management for delivering all Mechanical and Electrical standards.

* Maintain knowledge on the latest state-of-the-art research activities in areas of office , branch, data centre engineering and operations.

* Ally with the various business teams in particular in understanding business strategies and operations. Develop reliable and cost effective technical solutions that support the long-term business strategies.

* Act as the Informed Client on ME discipline between SCB and external parties, partnerships working as one team to deliver compliant and resilient facilities to SCB.

* Develop and maintain effective building-specific maintenance procedures.

* Set the agenda to oversee the day-to-day engineering services for the Bank's portfolio (including data centres / critical sites)

* Manage engineering-related capital projects

* Developing global service level agreements and relationships for maintenance/engineering service providers.

* Ensuring compliance with all HS, statutory and regulatory requirements

* Maintain knowledge and inventory of critical infrastructure systems and assets.

* Develop technical portfolio management metrics that demonstrate the compliance and performance of infrastructure assets.

* Provide technical support and advice to the CRES ExCo and Country Managers as necessary.

* Set LCR standards and Approve Life Cycle Replacement plans in alignment with agreed strategies, and ensure LCR plans are delivered.

* Approve capital expenditure plan.

* Ensure country team compliance with all group policies, procedures and standards.

* Ensure country team compliance with all legislative requirements.

* Assist country teams to develop and agree country level service level agreements.

* Ensure effective benchmarking of property portfolio performance across the region.

* Responsibility for ME standard, supporting and contributing to the successful development and implementation of Global Facilities Management system (GFM) ensuring the capture of all ME Assets, definition of their condition, their end of economic life and criticality rating on the systems across the portfolio.

* Ensure operational risks are resolved at country level and escalated as appropriate at regional/Group level.

* Leads a strategic approach to developing department goals, objectives, plans and methods to reach those goals and to monitor its progress towards achieving them.

* Develop, recommend and implement standards, programmes, policies and procedures to ensure compliance with Group Standards and Governance.

* Establish the concepts of continuous quality improvement activities, performance measurement and benchmarking around all ME activity.

* Develop and oversee the implementation of ME related Service Level Agreements (SLAs) with internal customers to measure and improve the quality of service delivery and achieve the goals of CRES Strategic/Business Plan.

* Encourage the effective use of technology to improve operations; proactively introduce changes, to address emerging issues, lead and support efforts to maximize performance.

* Manage and participate in the development and administration of the CRES Annual budget; direct the forecast of additional funds needed for staffing, equipment and supplies; direct the monitoring of and approve expenditures.

* Monitor the department's risk management programme of ME risks as necessary.

* Ensure operational risks are highlighted and resolved, priotised LCR programmes are developed at country level by setting a clear physical assurance regime in place, in particular in the use the of the Annual Building Assessment inspection programme .

Qualifications Skills

Preferred Qualifications:

* Member of the Royal Institute of Chartered Engineers or equivalent and degree level Engineering-related qualification.

Essential Skills

* Extensive electrical mechanical engineering management experience gained in managing critical environments including data centres.
* Up to date knowledge of Global Mechanical and Electrical standards, policies and industry best practice
* Ability to maintain personal industry knowledge through research into market developments and emerging technologies
* Understanding of Critical Real Estate Tier ratings and standards
* Able to assess existing critical sites and infrastructure against internal and international standards
* Proven record in the evaluation and assessment of critical infrastructure and recommending remediation actions
* Able to assess and review the management of contracted suppliers in the delivery of services to required standards, meeting agreed KPI
* Experience ensuring that the appropriate operation, testing and maintenance of critical infrastructures is undertaken by competent resources in a timely manor
* Ensuring that designated buildings operate within business agreed parameters and that environmental controls operate to deliver the optimum level of energy consumption
* Able to support IT in the management of the critical services and facilities and ensure timely reporting of incident Root Cause Analysis (RCA)
* Contribute to the development and implementation of the maintenance strategy and Key Performance Indicators (KPIs) across critical real estate infrastructure
* Strategic thinker combined with a high degree of pragmatism.

* Proven track record of delivering excellence through their leadership and communication skills.
* Experience of successfully managing and delivering and delivering technical services to internal and external stakeholders.
