POSITION OVERVIEW:

Reporting to the Executive Director of Risk Management Application Development, in Berkeley CA, this role based in Beijing will be a key member of the Application Development Global Management team and will be responsible for the effective and cost efficient development and delivery of a wide range of technology projects. As part of a global team this role will need to develop and maintain productive working relationships with Heads of the business units across regions and sectors. It is expected that the successful candidate will be highly effective at managing, motivating and leveraging, teams, resources, budgets and relationships.

RESPONSIBILITIES:

• Oversee the daily operation of Beijing office, manage and promote effective relationships, and maintain credibility between Beijing office and other development offices and critical business units within the organization.

• Develop and deliver solutions according to the approved working program with adherence to time, cost, regulatory and quality parameters

• Remain abreast of technology and provide technology thought leadership, which is embodied in the IT strategy and architecture

• Attract, build and retain a highly engaged and capable development team in Beijing that can support our technical and business strategies

• Lead the architecture, design, development and delivery of MSCI Common Technology Platform

• Lead the architecture, design, development and delivery of the firm’s flagship BarraOne application

• Provide implementation and platform support for MSCI Barra Portfolio Manager application

• Help devise a plan for further technology integration across multiple business units

• Lead and expand a geographically distributed team of highly skilled and motivated individuals that are tasked with implementing the platform and application work

• Utilize the team subject matter experts for all competency areas to evaluate, recommend solutions and clarify requirements.

• Ensure full review of conceptual requirements, system specification documents, detailed hardware and software designs, logistics, training etc., for the subject platform.

• Closely cooperate with Business and Product Management, Data Operation and IT Infrastructure in defining platform and applications requirements, timeline and success criteria

• Day to day people management

• Help develop the transition plan to migrate existing hardware environments to the new combined Data Centre

• Planning and budgeting

DESIRED EXPERIENCE AND QUALIFICATIONS:

The successful candidate will:

• Have at least 10 years relevant hands-on experience in design and coding of complex software using Java, SQL, bigData technology

• Must have solid technical solutions background and proven, large scale product development skills.

• Strong experience managing high-volume storage and real-time analytical systems, experience in financial risk product preferred.

• Demonstrated strong analytical and problem solving skills

• Experience in end-to-end development life-cycle and post-launch Production support.

• Experience with iterative software development life-cycle methodologies and frameworks such as Agile, SCRUM, Test Driven Development, etc

• Have experience of

• Must have extensive technical knowledge of software build release and software deployment mythologies and processes.

• Strong verbal and written communication skills to both technical and non-technical audience

• Advanced technical writing skills to produce SRS, architecture diagram, reports and software documents

• Experience in web application technology such as ExtJS, JSP

• B.S. in Computer Science or equivalent; M.S. C.S. preferred
