Head of Arrears Support Unit recruitment
The Role Holder will be responsible to the Chief Risk Officer for overall the strategic direction and management of the RoI mortgage arrears portfolio. They will provide leadership and management of all aspects of collections, recoveries and arrears underwriting functions across multiple sites. They will understand the role of the Retail Credit function and ensure that all risk strategies are placed in to production and are compliant with all regulatory requirements. They will support the creation of models and methodologies to determine and lead the assessment of the adequacy and appropriateness of provisions for credit losses across all portfolios.
They will understand the key disciplines of creating a best in class ASU division and ensure that a programme of continuous performance improvement is embedded within the division. They will ensure that all regulatory requirements are known and understood across the operating department and engage with Retail Credit on the appropriate deployment of company policies. The role holder will work closely with the Retail Chief Credit Officer and they will provide feedback to Retail Credit through both formal governance committees and informal meetings on the deployment of all ASU strategies.
Major Activities and Responsibilities
The Head of ASU will be responsible for shaping the overall strategic direction for the unit and provide specialist collections and recoveries leadership and management to ensure that arrears incurred through customers who are in financial difficulty are managed professionally, within policy and comply with all necessary regulatory requirements. In addition the role holder will be responsible and accountable for the delivery of all key performance indicators and targets set and providing monthly reports which delivers against those targets and highlights all key risks against goals.
Responsible to the Chief Risk Officer, for the direct line leadership, development and productivity of 400 staff in the ASU and for the oversight of all ASU activities.
Leadership
- As owner and developer, provide clear leadership to the management of the ASU through both selecting and developing team members to reach maximum potential thus ensuring appropriate succession planning across all levels of the business
- Optimise operational performance through continuous improvement and ongoing review of operating model
- Ensure appropriate management training programmes are in place that enhances management performance
- Oversee the appointment of people to the ASU that delivers high quality performers who have the ability to work with customers through to resolution of their financial difficulties
- Champion all staff training programmes developed both locally and across group
- Create a culture of customer centricity through robust and ongoing commitment to quality.
Key Performance Indicators
- Contribute insights and portfolio operational performance metrics to the setting of all financial targets including provision setting
- As owner, participate in all relevant discussions on the performance of the portfolio
- As owner of ASU resources, ensure the setting of appropriate stretch performance targets and goals, cascade across the teams and manage delivery against plan
- Develop and embed strong reward routines which recognise and celebrate top performers
- Identify and report on key risks against plan on a monthly / quarterly reporting cycle
- Develop and manage and report on budgets in line with company standards
- Engage and manage the 3rd party suppliers to provide expert knowledge in the management of the arrears portfolio.
Regulatory and Compliance
- Responsible for the development and delivery of processes that are compliant with policy and regulation
- Chair and report on the customer appeals committee highlighting trends through to the Retail Credit forums
- Ensure all customers are managed within the principles of TCF
- Interact with the CBI as and when required on all ASU related matters.
Quality Control
- Effectively manage the quality control of the department through identification of the right control measures
- Ensure that all risks are managed effectively and in accordance with group frameworks
- Chair the ASU Quality Control committee ensuring that all operational issues identified have a plan in place and are monitored through to closure
- Oversee the effective deployment of all systems used across ASU and highlight any deficiencies that will affect the performance of the portfolio and achievement of goals and financial targets.
Other Significant role requirements
- Ensure compliance with regulators relating to ASU
- Engage with Executives/senior management across UBG and RBSG, be a key member of Risk leadership team, and represent ASU at appropriate internal and external (eg CBI, FSA meetings as required).
- Member of the Risk Leadership team
- Presentations to the various UBIL committee’s as required.

Scope of Role:
- Responsible for the strategic direction and management of ASU across Ulster Bank Ireland Limited.
Financial Management:
- Managing budget for Ulster Bank ASU
- Managing within strict budget disciplines.
Essential Criteria:
- Extensive Technical knowledge of collections and recoveries gained in a major bank.
- Exercised commercial mortgage decisions at the most senior level
- Extensive operational knowledge spanning all aspects of a mortgage business from underwriting through to financial profitability of different mortgage products
- Proven ability to lead and develop large, high performing teams of multi-skilled professionals including recruitment, talent development and performance management.
Desirable Criteria:
- Significant experience in negotiating influencing at the highest level
