Head of Budgeting recruitment
This includes managing the Budget team and the processes to optimize, set, review, and forecast the total operating budget for the University whilst ensuring adherence to University policy. Key to the success of the role is close and effective management of internal and external stakeholders and clients through accurate and timely budget reporting, regular communication and presentations and providing assistance and development to the University faculty and staff as required.
Major Responsibilities
- Manage the annual KAUST budgeting process for recommendation to the KAUST CFO and Board through consultation and review with senior faculty and management across the University.
- Optimize costs and revenue opportunities for the University.
- Manage quarterly re-forecasting of the budget.
- Coordinate all Budget reporting and systems across the University including the annual, quarterly and monthly budget reports.
- Provide reports, analysis, and decision support to Senior Faculty and Management on budget matters.
- Provide recommendations to the Director of Budget and Planning on ways to improve budget aspects across the University including major policy issues.
- Manage assigned staff on special projects to achieve assigned objectives.
- Manage direct reports to perform their assigned tasks and achieve their performance objectives, including budgetary control, through ongoing feedback, coaching and facilitation.
- Assist the Director of Budget and Planning in the following tasks:
- Monitoring the proper and efficient use of University operating funds, including the operating budget and University revenues.
- Maintaining appropriate fiscal policies, procedures and accounting practices that ensure compliance with applicable Saudi laws, as well as the University's rules and regulations.
- Preparing the University's annual Financial Operations Plan and Budget and other reports for internal control and managerial purposes.
- Design and implementation of business processes, systems of internal controls and reporting structures to improve efficiency of operations and facilitate management and control of budget throughout the University.
- Working with the Controller as well as other key senior staff to maximize the impact and effectiveness of financial controls and the fiscal well-being of the University.
- Promoting a customer-oriented service attitude and ensures the efficient and effective operation of the Budget Manager's function through best-practice business processes and appropriate technologies.
- Liaison with external auditors and preparing the necessary working papers.
- Coordinates planning and implementation of other projects as directed to ensure alignment of objectives and action plans.

Required Education
Bachelor degree of a business administration, accounting or related degree. Membership in a recognized professional accounting body (CPA, CMA, and ACCA) or in a discipline related to the area of expertise.
Required Experience
Ten to fifteen years of progressively responsible experience in management and general accounting, with at least three to five years in management, or in management of a complex budgeting and accounting unit in a Higher Education setting.
