Wealth Risk Asia is a unit that is charged with maintaining an adequate second line, being a trusted partner to the front line staff, and ensuring effectiveness of governance and oversight. Wealth Risk encompasses Compliance, Credit Risk and Operational Risk.

Wealth Risk Asia is looking for an outstanding applicant to become our Head of Compliance, Asia. The successful candidate will report directly to the Chief Risk Officer Asia, and functionally to the Head of Compliance at Wealth Division.

Purpose of the Role:

• Support the strategic plans of Coutts Asia businesses, this position is responsible for leading Compliance function, encompassing Regulatory Risk, Advisory Compliance, Surveillance, Anti-Money Laundering (AML), and Anti-Bribery Corruption (ABC) teams to ensure that policies and processes are appropriate, competitive and consistent with Management’s risk appetite.

• Ensure that all business is conducted in a manner that is consistent with the RBS Group’s, Wealth Division’s and/or Coutts’ policies and standards, and in compliance with all regulations and laws of the jurisdictions of the Asian operations, as well as regulations to which the parent institutions are subject.

• Provide leadership and specialist knowledge to client-facing teams on Compliance matters to ensure a culture of compliance and partnership.

Key Accountabilities:

• The role is responsible for the Coutts Asia’s Compliance and Regulatory oversight and activities in all markets and jurisdictions in which it operates within Asia.

• The role covers all business units, including Private Banking, and Products and Services, Operations and other Support and Control units, that cover end-to-end processes of the Coutts Asia businesses which are subject to the regulations and policies applicable in each of the markets and jurisdictions.

• Oversee Coutts Asia’s adherence to all applicable financial services legislation and regulations, codes of best practice and RBS Group Policies.

• Develop robust and timely Compliance risk reporting to enable sound decisions by the Divisional, Regional and Location specific Management and Risk teams at various forums within the firm.

• Lead positively in the management of relationships with regulators in all relevant jurisdictions.

• Keep abreast of current developments and trends in, and maintain high level market and legal infrastructure knowledge of, the Asian countries representing Coutts Asia’s key markets.

• Assimilate complex regulatory matters, and provide timely advice that lead to pragmatic, commercially-viable solutions.

• Ability and willing to clearly and effectively identify and escalate issues to appropriate senior business and risk staff within the Region, Division and Group.

• Collaborate effectively across functions and jurisdictions on initiatives, projects or individual transactions in order to promote a unified view.

• Oversee and guide the design and implementation the monitoring plan for all appropriate business areas.

• Work effectively with Business and Risk Management in fostering a strong compliance culture in Asia whilst assisting in the growth of a quality business operation.

• Provide strong direction and leadership to the Compliance teams across Asia.

• Provide effective people management and training and development opportunities to Compliance team members to ensure retention, nurturing and continuing professional development of our talent.

• Provide continuous motivation and development of team, in this will include objective setting, appraisals, training, personal plans for all staff and succession planning to drive performance management.

• Deliver of all relevant Compliance operations within budget.

The Individual:

• 10+ years experience as a senior level Compliance or Regulatory Risk professional in a private bank or financial services environment.

• Extensive working knowledge of relevant regulatory environment, including active interface with regulatory bodies’ within jurisdictions we operate.

• Ability to act proactively to ensure Compliance risk management is up-to-date and meets the needs of a dynamic market environment.

• Ability to act decisively in deteriorating market conditions.

• Thorough knowledge of the Asian countries which constitute Coutts Asia’s key markets, including familiarity with legal and capital markets infrastructure of each jurisdiction, as well as knowledge of regulatory, compliance and anti-money laundering regulations.

• Prior experience in dealing with regulators, auditors and legal counsels is essential.

• Good verbal and written communications skills.

• Ability to identify and analyse problems and provide solutions.

• High ethical standards.

• Willingness to travel within and outside Asia to fulfil the demands of the role.
