Head of Compliance
My client is a world renown securities firm seeking a Head of Compliance for their office in Singapore.
Job Description
- Responsible for the day to day advice to the Business Teams on Singapore regulatory requirements (mainly research of Banking Act, Securities and Futures Act (SFA), Financial Advisors Act (FAA) etc).
- Delivery of compliance related training to the Business Teams
- Identifying, assessing and monitoring the compliance risks faced by the bank so as to assist, support and advise Singapore Management in fulfilling its compliance responsibilities as well as advise any employee or officer with respect to their compliance obligations.
- Overseeing, reviewing, interpreting and disseminating compliance policies, local rules and regulations and codes of conduct to the business.
- Rolling out of regional compliance policies such as the bank Compliance Policy, Personal Account Dealing Policy, Chinese Wall Policy. Ensuring the new policies and new requirements are updated in the respective Compliance charts and monitoring plan accordingly. Developing an effective compliance strategy, working closely with regional compliance counterparts.
- Primary contact point of Asia Compliance in connection with Financial Markets Asia.
Responsibilities
- Keeping abreast of changes in local regulations (such as Banking Act, Securities Futures Act, Financial Advisers Act and the accompany regulations, notices, guidelines and directives) and advising business units on the implications.
- Assisting business units on implementing changes required under new regulations.
- Reviewing new regulations and identifying procedures or policies which need to be amended, developing policies and procedures, and updating compliance charts and monitoring plans.
- Coordinating the implementation of compliance policies and procedures.
- Developing, implementing and performing compliance monitoring program to monitor compliance risks in Singapore.
- Attending senior management meeting, operational risk management meeting and other management meetings.
- Involving in regional business projects and new product initiatives, assessing and advising on compliance risk.
- Managing the licensing register.
- Managing the licensing requirements as well as regulatory issues for Indonesia and Malaysia.
- Conducting compliance induction training and business specific compliance training.
- Interacting with Financial Markets business units regularly to identify, monitor and resolve regulatory and compliance issues. Developing compliance monitoring program to monitor compliance risks within Financial Markets (including China QFII monitoring).
- Working closely with Operational Risk Management on compliance and regulatory incidents.
- Liaising with the MAS and maintaining good relationship.
Ideal Candidates should have:
• Prior experience in interpretation and application of Singapore financial laws / regulations is an advantage.
• Regular interaction with Singapore financial supervisors (MAS) and Business Teams will be required. The candidate must be able to communicate effectively.
• Due to some regional responsibilities of the Singapore Team (Financial Markets and South East Asia), language abilities will be an advantage (i.e., High level of Mandarin ).
• University degree (law or accounting qualification is an advantage, but applicants with degrees in other disciplines are welcome to apply).
• Min 6 years of professional experience with a financial institution (banking compliance experience is an advantage, but applicants with non-compliance experience with securities firms, insurance companies and asset management companies are welcome to apply) OR Big 4 consulting firm.
