Sand Resources is looking to recruit a Head of Health Improvement (QIPP, PRINCE2) as a result of a full directorate restructure, creating an opportunity within the public health team for the post of Head of Health Improvement within NHS. This is a high profile post providing support to the Director of Public Health with the commissioning of Health Improvement services. This post will support, and at times represent, the Director of Public Health with the provision of strategic leadership with regards public health transition into local Council. The successful candidate will require highly developed leadership, negotiation and change management skills to facilitate a workforce which can maximise opportunities to promote public health and deliver on national targets.

Key Experience/Knowledge/Qualifications required:

• Masters degree or equivalent level of experience in public health
• Project Management qualification or equivalent experience (e.g. PRINCE2)
• Extensive experience within the NHS or public sector in a commissioning role
• Knowledge of Public Health, Health Promotion and Prevention agenda
• Detailed understanding of both NHS and Local Authority decision making, contracting and commissioning processes and principles
• Comprehensive working knowledge of policies and procedures relevant to commissioning, including tariff payments, co-operation and competition rules etc.
• Excellent level of written and verbal communication skills including the delivery of presentation and reports to large and various audiences
• Demonstrable success in leading major change projects involving multiple stakeholders in the NHS
• Experience in both the negotiation and performance management of NHS service specifications/agreements or contracts
• Evidence of continuing professional and managerial development
• In-depth experience of effective service delivery and improvement within complex organisations
• Experience of successfully managing a large, complex budget, monitoring and forecasting expenditure
• Experience of leading and managing a department or team
• Ability to lead and motivate others, including prioritisation and delegation of work programmes appropriately
• Negotiation and conflict management skills
• Able to work under pressure and exercise judgement
• Be able to manage confidential sensitive information appropriately
• High level experience of successfully commissioning and procuring highly complex products, services,
• Application of operations management/service improvement techniques (e.g. lean thinking, theory of constraints, etc.) to identify opportunities for change
• Excellent verbal and presentation skills to communicate highly complex information succinctly and in difficult environments
• Ability to analyse and interpret highly complex financial/activity information
• Ability to lead the development of policy and strategy to enhance service commissioning and provision
• Ability to devise performance management systems to achieve high standards of service commissioning and delivery
