Head of IT recruitment

Our client is a leading Securities House sitting in Beijing. They are looking for a Head of IT to be responsible for the whole China Region. The individual will be reporting to local COO, and functional to the regional CIO of Emerging Market IT.

Responsibilities:

Set department goals, lead by example for the IT department.

Manage the entire infrastructure in primary and BCP site. Maintain operational stability, performance capacity planning, tech refresh and new implementation to support business organic growth. The core infrastructure includes networking, voice, storage, UNIX and Wintel servers, and databases.

Be responsible for all the applications’ on-going development and production support across all business functions from front office to back office. This includes the trading platform for internal use as well as external use. Most of the applications are business and time critical.

Provide governance on ensuring the staff and IT solutions adhere to company policies, security risk standards, and be compliant to local regulations. Lead the department to pass all regulatory onsite inspections, external and internal audits.

Interact with business department heads, jointly develop IT strategies to align to the business development. Prepare for annual project roadmap and budget.

Partner with various IT team leads in other locations on driving the global IT initiatives and best practice for local deployment and adaptation.

Be the face off with external regulators, Exchanges and clearing houses to keep up with the new market development and regulatory changes.

Maintain a motivated workforce at all time. Recruit and develop talent.

Take full responsibility of total IT cost of ownership. Achieve the key objective of lowing cost and increasing efficiency.

Requirement

At least 5 years of managerial experience. Prior working experience in international financial companies is much preferred.

Poses strong people management skills, proactively drive staff development plans, and be able to resolve
challenging staff issues.

Prior hands-on experience in IT field is required, such as a developer, project manager, Business Analyst or
Infrastructure specialist, in order to make effective executive decisions for the department.

It is advantages to have well rounded business knowledge across key business functions, i.e. Equity, Fixed Income, Wealth Management, Assessment Management, Operations, Finance, and etc, understand front to back transaction flows and local China market practice.

Be a fluent communicator in both English and Mandarin. The candidate should have strong inter-personal skills, be able to interact with senior management.In the highly regulated environment, the candidate must have good discipline in risk and control in order to lead the team achieving high standard.

University degree is required.
