The Head of onshore Waste operations Kazakhstan would be to work in Atyrau in the Republic of Kazakhstan as Client secondee in the NCPOC organisation.

Work Pattern Resident: 5/2.

Business and local conditions are challenging in Atyrau and require a flexible mindset and attitude towards working in the country. NCPOC is in the early stages of taking over activities from “third party” as part of the revised NCPSA operating structure.

 

As of August 16, 2011 Atyrau is classified as a family positing. Thus, positions are offered on both an unaccompanied or accompanied with spouse and children basis.

 

The Company provides accommodation for all Client expatriate staff based in Atyrau, including family accommodation. There are currently sufficient apartments and houses available to meet expected demand in 2012. Good quality temporary housing is available should this be needed before settling into accommodation that is in line with the housing policy.

The housing allocation process is carried out jointly by NCOC, NCPOC and AKCO, supervised by an appointed housing committee made up of each of the agents. Allocations are made based on the individuals status on arrival (Accompanied or Unaccompanied) and not based on a planned change of status.                                               

 

                                                               

Purpose:

1.      
 To ensure a smooth transition of, and subsequently operate “third party” waste management facilities that are required to support ongoing Drilling and Offshore Production Operations, in accordance with the approved “third party”/NCPOC Facilities Transition Plan which states that waste management activities will be transitioned to NCPOC by 1/4/2012.

2.       To ensure all required marine and road waste transportation activities are optimized and in place to support ongoing Drilling and Offshore Production Operations, in compliance with NCPOC HSSE procedures and RoK regulations.

3.       Manage and regularly inspect / monitor all offshore waste management operational activities to agreed KPIs.                                   

                                                               

                                               

 

Accountabilities: 

·         Establish guidelines and monitor Company and direct Contractors on handling waste and advise offshore Operations on prevention of waste products generation and provide support in setting waste reduction targets.

·         Assist offshore Operations on implementation of Waste Management Policy and Procedures (informing on types of waste, segregation, labelling, hazardous characteristics, waste manifests for transporting waste, record keeping, monitoring, reporting).

·         Establish and update waste management documentation by preparing or reviewing policies, plans and procedures, specifically the Waste Management Procedure, Compliance Requirement for Waste and Waste Contingency Plan.

·         Promote awareness of waste management issues within NCPOC and Contractors through communication and training sessions.

·         Develop Scope Of Work and subsequently assess waste management contractors to ensure selected Contracts are incompliance with HSSE requirements, authorized by RoK and utilizing NCPOC compliant equipment and facilities to manage waste generated by the drilling and production operations activities.

·         Monitor waste management contractors operations with frequent site inspections and meetings, emphasizing on records control; waste characterization; treatment design, execution and follow up and final disposal report quality and submission, equipment, as well as their responsibility and proactivity regarding HSSE issues to improve their performance.

·         Ensure that appropriate transportation resources are in place for transporting waste products and that both driver and transportation unit comply with NCPOC Land Logistics HSSE Case.

·         Participate in external and internal audits as well as HSSE or non-planned inspections that assess the waste management process and follow up on recommended actions to improve performance.

·         Liaise with NCPOC/NCOC HSSE to ensure waste operations are consistent with established standards and guidelines, in accordance with any new RoK legislation, new waste disposal techniques, scientific developments and research results.

·         Initiate and review environmental studies and reports on disposal of waste products.

·         Collate and prepare waste management statistics on offshore waste management operations and evaluate against KPIs to assess opportunities for continuous improvements.

·         Support Sustainable Development projects.

·         Monitor offshore waste management budget, prepare accruals, revise and approve Contractor’s invoices and develop annual CAPEX / OPEX offshore waste management budgets.

Experience and Qualifications required :

·         A Waste Management professional, with a high level of diplomatic and relationship skills, ability to think strategically and utilize acquired experience and knowledge in waste management to develop optimized solutions compliant with HSSE standards and procedures, RoK regulations and International good oil field practices.

·         General experience over a wide range of Logistics operations (Air, Marine, Land, Waste).

·         Qualifications: Relevant discipline degree or equivalent.

·         According to KZ Work Permit regulations this role requires candidates to provide evidence of at least:

·         Experience: Minimum 10 years experience in Waste Management, preferably in an offshore oil gas environment.

·         Exposure to offshore operations and/or EP project experience would be an advantage, as would experience working in remote field locations (e.g. desert, tropical, arctic environments).

·         Additional comments:   Working experience on part of, or the entire, Project life cycle (from conceptual design through to final commissioning and handover) and/or in the front line oil and gas production operations is desirable.

·         A HSSE driven mindset

·         Must be a self-starter, highly motivated manager/leader with a proven track record who can recruit and create a team and develop them.

·         Good communication skills are essential

·         Exposure to both onshore and offshore operations and/or project experience will be of an advantage. In addition, experience in working in remote field locations (e.g. desert, tropical, arctic environments) would be an advantage. Having previous experience working in a high concentration H2S environment is essential/desirable

·         The competencies defined below are desirable as a minimum, although shortfalls are acceptable if demonstrated strengths in above requirements and/or other areas are made apparent.
