Head of Operational Asset & Liability Management Unit (M/F) Job in Luxembourg
The European Financial Stability Facility (“EFSF”) (www.efsf.europa.eu) is seeking to recruit a:
Head of Operational Asset Liability Management Unit (M / F)
Responsibilities
The Head of Operational ALM Unit will report to the Chief Financial Officer and will be responsible for ensuring optimisation of the management of the balance sheet of the EFSF. Within a set of limits s/he will deal with the liquidity management, funding, investing and lending functions through the identification and the analysis of potential exposures resulting from operations initiated by the Front Office. To implement ALM policies for EFSF. S/he will:
- Develop the policies for Operational ALM in line with the asset/liabilities management strategy of EFSF
- Establish and manage the resources and means to implement the strategy and policies defined at Board of Directors / Management Board level in order to ensure that the strategy and policies set are implemented in the most effective and efficient way.
- Ensure that staff within the team has the right competencies, objectives and motivation in order to realise the formulated strategy and policies and deliver results
- Supervise and intervene in the execution of key area processes in Operational ALM whenever necessary in order to deliver maximum effectiveness in market risk for EFSF and ensure a consistent application of policies
- Provide specific advice and recommendations on all issues related to market risk in order to align EFSF with best practice in own specific domain within Operational ALM
- Represent EFSF externally on Operational ALM issues and maintain and develop relationships with other EU institutions, supranational organisations, financial counterparts and professional associations in order to build co-operation between different EU and/or international organisations, stay abreast of best practice
- Represent Operational ALM with other domains in the Finance, Operations and Financial Control in order to ensure appropriate internal co-operation and control is maintained
- Either manage or deliver in initiatives that can go beyond the strict boundaries of the own specific domain and that have a specific scope and timing in order to ensure the realisation of the project within the set scope, time and budget
Qualifications
- University Degree, preferably in Economics, Finance or Mathematics with focus on quantitative methods applicable to financial modelling, derivatives or portfolio management
- At least 7 years of professional experience in relevant sectors of financial services industry, preferably in a front office or risk management function, plus one year in a managerial position in Finance.
- Good in-depth knowledge of financial models and derivatives valuation techniques and issues.
- Track record in hedging and Market Risk Management.
- Proven track record in the development of strategy and management.
- Ability to intervene in IT/process related issues.
- Fluency in English, any other additional language would be an asset.
