Head of Portfolio Management & Programme Management Office (PMO) recruitment
The newly consolidated Ulster Bank (UB) Change function plays a critical role for the Bank. The function is responsible for prioritising and mobilising the complex programme of change activity to ensure that UB meets its strategic objectives for the good of its customers, people and shareholders.
The UB Change function is responsible for both the delivery of over 100 Bank wide Strategic, Mandatory, Regulatory and BAU projects as part of a c£100m 3 year RBS investment programme and for leading the delivery of the Recovery Remediation Programme for Ulster Bank.
Role Purpose
The Head of Portfolio Management PMO is a key leadership role with individual functional responsibility for assuring, driving reporting and tracking the successful delivery of projects across the UB Change Portfolio. The role holder is responsible for leading all elements of both Recovery and wider UB Change PMO (i.e. Strategic, Mandatory, Regulatory and Business As Usual) and will act as deputy to the Head of UB Change as required.
Reporting directly to the Head of UB Change, the Head of PMO will:
- Drive the entire UB change portfolio, plan and benefits, driving and oversight to the resolution of all Risks associated with the overall change programme (Recovery, Reg/Man, Strategic) reporting to UB ExCo and UB Change Board on alignment with strategic objectives
- Be accountable for all Change governance and controls including risk management, financial management/benefits realisation and executive progress reporting of the full UB Change portfolio.
- Represent UBG into appropriate RBS change governance programmes
- Have responsibility for the assurance of all project and programme delivery (100+ projects)
- Prioritise and manage the UB change portfolio including allocation of resources and formal project approval process
- Be accountable for driving the relevant performance reporting and management structure for programme-wide finances (budget), deliverables, risks and issues.
- Lead a team of PMO professionals with a UBG wide remit and build a sustainable, high performing Portfolio PMO function using internal (RBS) and external benchmarks as industry performance indicators
- Play an active role as a full member of the UB Change Management Team
Financial Management:
- Deliver high quality reporting on programme performance across the full investment portfolio, enabling intervention to resolve
- Issues and deliver target outcomes.
- Individual has shared accountability for COO Change Investment and benefit realisation targets
- Understand financial analysis modelling including return on investment etc
- Management of the financial returns of the programme as part of the Quarterly Portfolio Review process
People Management:
- Direct management of 5 -6 direct reports but will overall PMO responsibility for 300fte
- Manpower planning for permanent and contingent project resource deployed across Ulster Bank change programme to maximise resource utilisation, prioritise activities and balance conflicting demands within budgetary constraints
Risk Management
- Define and manage programme wide risk log controlling risks, issues and inter-dependencies across the programme taking proactive action as necessary
- Track and manage high level dependencies between change workstreams
- Co-ordination of business wide Recovery Remediation communications, (including regulators and key 3rd parties, ensuring messages are approved, consistent and timely
Technical Knowledge:
- In depth knowledge and proven application of Project Management methodologies and full project lifecycle including documentation standards, risk modelling, change controls, quality frameworks and compliance.
- Strong knowledge of Financial Services industry, well rounded knowledge of banking products and terminology
Skills and Experience Required
Essential
- Extensive leadership experience in the Delivery of large complex Change Programmes across multiple Divisions
- Proven track record of Influencing and holding Senior Stakeholders accountable to commitments
- Demonstrated experience in applying Change Management methodologies in particular PMO methodologies
- Strategic thinker who can extrapolate trends and meaning from reporting information and identify/recommend actions/next steps
- Strong commercial acumen with proven experience of working collaboratively with ExCo level stakeholders
- Demonstrable experience of leading, energising and motivating large teams
- Leadership and management of risk
- Ability to translate business issues/challenges into effective programme solutions
Desirable
- Understanding of Financial Services industry
- Experience operating at Programme Manager level in a change leadership role
- Professional Project Management Qualification
