Background

Regulatory Response Oversight

Since transition to an FHC in 2008, the Firm has made substantial investments in overseeing work required by lead regulators for Morgan Stanley including the Federal Reserve Board and the Office of the Comptroller of the Currency. This capability is critical to senior management of the Firm and is necessary to build awareness and consistency in responding to and remediating regulatory concerns. This role is accountable for running the Firm's regulatory oversight function, a multi-disciplinary process involving representatives from Business Units, Internal Audit and Compliance. The role is critical to ensuring the Firm's overall success in meeting regulatory commitments. In addition to interaction with key stakeholders in the Firm including the COO, CFO, General Counsel, CTO, CRO and Heads of Businesses, the role interfaces with Federal Regulators.

Central Policy Office

The Central Policy Office was established in 2009 to centralize and rationalize the process, updating, and structure for policies across the Firm. The Central Policy Office:

• Manages a Firmwide policy and procedure repository for Firmwide, divisional, and regional policies.

• Manages the Global Policy Mandate, which establishes minimum content requirements in Firmwide policies, allowing for consistent policy implementation.

• Tracks adherence to the Global Policy Mandate, tracks critical risk escalations and exemptions to policy, and assists with policy authoring and approval.

The Central Policy Office works with all Business Units: Legal and Compliance, Corporate Communications, Operations, Finance, Risk, Technology and Data, Treasury, Institutional Securities, Asset Management, and Global Wealth Management.

Description of Role

The FHC PM group is hiring an Executive Director in New York to evolve and execute the Regulatory Response Oversight function and manage the Central Policy Office.

Key aspects of the role are to:
• Ensure the Firm meets regulatory commitments by providing an escalation path to Senior Management for changes in timing and scope of regulatory commitments.
• Leverage internal subject matter experts to develop accurate and compelling responses to regulatory findings and requests.
• Advise and guide the direction of regulatory responses across the breadth of the Firm.
• Navigate the full breadth and depth of the organization, collaborating with subject matter experts while advocating for the goals of Financial Holding Company Governance.
• Manage a team of 3+ employees.
• Develop a holistic picture of regulatory remediation status as well as issues and risks for the FHC Working Group, FHC Governance Committee, Firm Risk Committee and Board of Directors.
• Manage stakeholder relationships, acting as an ambassador both within the Firm and externally
• Manage, train and develop a team to provide high quality analyses and presentations.
• Set strategic goals and direction for Central Policy Office initiatives, and gain approval from senior control group and risk management.
• Develop the Firm's policy framework and support the Board of Directors and Audit Committee in determining the suite of required Firmwide policies.
• Collaborate with division management to monitor policy work across the firm and incorporate into Central Policy Office initiative.
• Direct and own Central Policy Office content, including Global Policy Mandate, the policy approval process, and training material.
• Liaise with regulators on policy status and projects.
• Own the Firmwide Policy Portal and direct its technology plan and development.

Skills Required:
? 5-10 years related experience in very high-performance environments
? Excellent written and story-telling ability, e.g., the ability to craft a clear and succinct message to all levels of the organization and to external stakeholders such as regulators and ratings agencies
? Strong verbal communication skills
? Strong analytical and problem-solving skills with the ability to draw conclusions from large amounts of information
? Ability to work with senior management across the Firm
? Proven ability to navigate in complex and ambiguous situations
? Proven ability to work in and manage a team in high-pressure, time-sensitive situations while maintaining a tenacious commitment to quality and accuracy
? Strong PowerPoint, Word, Excel and data management skills
