Position Description:

Job Summary

Provide professional human resources service to employees and managers of a region to ensure consistent application of policies and effective management of the organization's human resources within the business objectives of the region. Interpret and communicate corporate policies and procedures. Operate with a high degree of independence and regularly use judgment and discretion in accomplishing objectives. Provide administration and/or oversight of human resources policies and programs covering one or more areas such as recruitment, affirmative action, compensation, benefits administration, training, and employee relations. Perform all duties and responsibilities in compliance with standard operating procedures, Safety Quality Identity
Potency Purity (SQUIPP), regulations outlined in the Code of Federal Regulations (CFR), Occupational Safety and Health Administration (OSHA), Clinical Laboratory Information Act (CLIA), and other applicable Federal, state and local regulations.

Responsibilities
1. Ensure that HR programs and systems are in compliance with NHQ and federal, state and local laws.

2. May design, develop, and implement organizational development policies and programs to create a positive organizational climate and improve employee morale and job satisfaction.

3. May develop and implement the region's affirmative action plan in compliance with affirmative action goals.

4. May resolve contractual and employee relations issues to avoid unnecessary litigation.

5. May assist with labor relations matters.

6. May develop and implement compensation and benefit programs.

7. May provide for organizational development and human resources training (i.e., diversity, sexual harassment, etc.) of staff and management.

8. Perform other related duties as necessary.

Scope

Provides assistance with human resources matters in the region. Operate with little or no direct supervision and exercises a wide variety of independent judgment and discretion.

Qualifications

Bachelor's degree or equivalent related experience. Minimum three years of human resource experience with an emphasis on labor relations, organizational development or employee relations. Thorough knowledge of all federal, state and local laws affecting human resources issues, the ability to effectively persuade, negotiate and counsel with employees, management and labor leaders is preferred. Prior project management experience desired.

Essential Functions/Physical Requirements The duties are representative of the essential functions of the position. Physical requirements are those present in normal office environment conditions. Operational flexibility is required to meet sudden and unpredictable needs.
