As the Human Resources Manager you will direct the planning, development, implementation,  and administration of the following human resources functions; employment, compensation, benefits, employee relations, equal employment opportunity,  HRIS, training, and workers’ compensation.  You will advise company management in personnel policy and program matters and recommend appropriate actions.


ESSENTIAL DUTIES AND RESPONSIBILITIES

•                  Establishes operational objectives and work plans, and determines how to use resources to meet schedules and goals.  Provides guidance to subordinates.  Involved in developing, modifying and executing company policies that affect operations.

•                  Works on issues of diverse scope where analysis of situation or data requires an evaluation of a variety of factors, including an understanding of current business trends. 

•                  Frequently interacts with peer group managers and executive management.  Often must lead a cooperative effort among members of a project team.  Requires the ability to influence the thinking of, or gain acceptance from, others in sensitive situations, without damage to the relationship.

•                  Plans, organizes, and implements department goals, objectives, and systems.  Develops and administers various human resources plans and procedures for the company.

•                  Guides management with regard to compensation programs; reviews job descriptions as necessary; analyzes compensation; monitors performance evaluation program and revises as necessary.

•                  Develops recommends, and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures; performs benefits administration to include claims resolution, change reporting, approving invoices for payment, annual re-evaluation of policies for cost effectiveness.

•                  Responsible for recruitment effort for all exempt and nonexempt personnel, students, and temporary employees; new-employee orientations; employee relations counseling, and exit interviewing.

•                  Establishes and maintains department records and reports.  Participates in staff meetings.  Responsible for maintaining company organization charts and employee directory.

•                  Evaluates reports, decisions, and results of department in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.


SUPERVISORY RESPONSIBILITIES 

Manages employees in the Human Resources Department.  Is responsible for the overall direction, coordination, and evaluation of this unit.  Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.


QUALIFICATIONS 

•                  Sensitivity and experience working with a diverse, multi-cultural workforce and a proven ability to maintain confidentiality and establish trust. Partners with peer managers and other colleagues.

•                  Requires substantial knowledge of state and federal regulations regarding employment and experience handling and responding to inquiries from state and federal regulatory agencies such as the EEOC, DFEH, DOL and EDD.

•                  Strong written and oral communication skills, including clearly written memos, e-mails, documents and other correspondence critical to success.

•                  Ability to think strategically about the business and how strategies will impact the overall organization and its people practices.

•                  Ability to listen and solicit many perspectives; uses data and evidence to make appropriate decisions; takes policies, past practices and applicable laws into consideration, as warranted by situations.

•                  Demonstrated results in a customer-focused organization; can articulate what responsive customer service means and is a strong advocate for employees.

•                  Requires a strong desire to improve professionally, interpersonally; through actions, and a desire to improve the reputation and credibility of Human Resources.

•                  Knowledge of standard business tools such as MS Suite (Word, Excel, etc.) and HRIS or other similar department specific information systems or databases.  Experience using ADP products such as HR/B and PayeXpert strongly preferred.


EDUCATION and/or EXPERIENCE

•                  Requires a Bachelor’s Degree and (5) five years’ of Exempt-level Human Resources experience or equivalent combination of experience and education.

•                  Requires a minimum of (2) two years’ supervisory experience.

•                  PHR or SPHR certification preferred.
