Salary Range: Grade 15 $123,758 - $155,500

 

Introduction

 

The Center for Drug Evaluation and Research (CDER) performs an essential public health task by making sure that safe and effective drugs are available to improve the health of people in the United States. As part of the U.S. Food and Drug Administration (FDA), CDER regulates over-the-counter and prescription drugs, including biological therapeutics and generic drugs.

 

The Office of Business Informatics (OBI) provides leadership and coordination of informatics activities across CDER, makes recommendations that support long-term strategic goals, builds strategic partnerships with internal clients and conducts joint business planning with CDER officers to systemically assess, prioritize and deliver business informatics needs.

 

The incumbent serves as the CDER Informatics Program Management Officer and reports directly to the Office Director.

 

 

Job Description

As the CDER Informatics Program Management Officer (PMO), the incumbent serves as the agent for providing management, direction, planning, and coordination to the CDER Informatics Program.   The incumbent coordinates and integrates all related activities across all Offices within CDER, FDA’s Office of Information Management (OIM), IT Governance Board, and external stakeholders.  The incumbent serves as a point of contact for internal and external inquiries on the CDER Informatics Program, including Congressional, GAO, IG, OCI, FOI, Center and Agency heads requests for information. 


Responsibilities

Ø      Provides leadership and strategic direction for CDER Informatics program and other related projects.

Ø      Facilitates the governance process and provides overall leadership of the informatics portfolio.

Ø      Ensures compliance with external and internal governance standards, controls, policies and practices.

Ø      Tracks program governance compliance at the portfolio level and facilitates status reviews of agreed informatics initiatives.

Ø      Leads the overall management of IT capital and expense budgets.

Ø      Designs and maintains key metrics for internal and external reporting that promotes continuous improvement.

Ø      Maintains strong working relationships between IT and the business areas.

Ø      Facilitates weekly PMO status meeting with client and service line managers and follows through on commitments made to the internal clients.

Ø      Interfaces with the Office Director on a regular basis to align the strategic direction or escalate issues.

Ø      Promotes effective communication within the established PMO and ensures the successful delivery of projects in alignment with the Informatics business needs.

Ø      Establishes and manages the implementation of the CDER Informatics Action Plan.

Ø      Ensures that best project management practices are established and followed throughout the organization.

Ø      Delivers agency, departmental and legislative reporting requirements.

Qualifications:

 

Must be a US citizen             
                                                                                                                 

AND

 

ü      M.S. degree or equivalent education with 8-10 years of professional work experience in assessing, planning and managing IT capabilities, performance improvement and/or transformational change

ü      Experience in working in a professional setting with expertise in managing large and complex portfolios of IT business solutions

ü      Degree in Computer Science, Mathematics, Statistics or other Math and Science related fields.

ü      Experience in implementing and running the IT Governance process for a large corporation / organization.

ü      Experience in managing budgets of more than $50 million

ü      Experience in managing large project teams of more than 20 IT professionals

ü      Experience in providing regular status updates to senior executives (VP and above)

ü      Top performer with exceptional problem-solving skills
