ABOUT THE POSITION
Under direction, to perform both website and graphic design for web-based solutions; maintain the enterprise-wide structure for Shasta County Internet and Intranet websites; work with departments to integrate their content; to provide excellent customer service; and to perform related work as required.

DISTINGUISHING CHARACTERISTICS
Under the direction of an IT Supervisor, this position designs and maintains the County’s Internet and Intranet and serves as a countywide resource for departments to utilize towards advancing the usability of the County’s Internet and departments’ Intranet websites.

EXAMPLES OF DUTIES
This position requires the ability to perform a variety of functions related to web page development and graphical design related to County Internet and Intranet websites; designs web pages and graphics that are of high quality, distinguished, adhere to regulations and present a positive County image; functions as a coordinator working with departments to integrate their content into the County structure; database integration; organize and schedule work to meet vigorous deadlines; stay current with technology and tools used for website development; continually research what makes a website successful and make recommendations accordingly.

QUALIFICATIONS
Any combination of education and experience sufficient to directly demonstrate knowledge and application of the following:

Knowledge of: Static and dynamic web page development at the code level e.g. HTML, CSS, JavaScript, and ASP; tools and techniques used to design and develop graphics that produce aesthetically pleasing, professional quality web pages; software and hardware used in developing web pages, web graphics, and websites; web page styles such as frames, tables, forms, and style sheets; relational database access techniques; standards for web development and implementation; web image file formats, scanning, and simple animation that enhances a website; designing accessible websites in compliance with the Americans with Disabilities Act for people with disabilities, (Section 508); various web browser applications and their browser-specific differences.

Ability to: Develop web pages where content and graphical elements are well designed with site layout easy to navigate. Includes website maintenance programming for existing web pages and web applications; create graphic elements for a website using a visual theme, icons, color schemes, creating buttons and intuitive navigational elements, making background textures and images; effectively use software tools necessary to design, organize and maintain both the framework and content of a website; effectively gather requirements, perform analysis and testing, necessary to deploy useful and reliable websites; lead meetings with County departments regarding their requirements and recommend primary and alternative directions in design and content strategy; time management skills for organizing work and desk space, managing priorities, meeting critical deadlines, and follow-up on assignments with a minimum of direction; develop project timelines and track work at a level of detail that provides a project lead or management with sound information for estimating and planning; adhere to current standards and create standards as needed at Shasta County for web development used for structure, graphics, and navigation; demonstrate good communication skills including the ability to: give presentations and lead training; lead projects with technical staff, user personnel, co-workers and vendors; develop technical and end user documentation and to listen effectively to avoid confusion; write documentation for web-based projects, processes, procedures and standards and any other documentation required internal and external to Information Technology, at a level appropriate to the audience; work effectively and cooperatively with those contacted in the course of work. This includes working cohesively as a member of a team; work with the goal of providing excellent customer service, delivering high quality service and products in a timely manner; give continuing, meticulous attention to detail.

NOTE: These employment standards are typically attained with education equivalent to 30 units of college with course work in Information Technology or completion of a recognized curriculum in web design related course work and at least (2) years job experience in a position where website creation and graphics design were major components. Additional experience may be substituted for the required education on a year-for-year basis.

IDEAL CANDIDATE STATEMENT
The ideal candidate would have a minimum of two years experience developing, maintaining, and supporting high quality websites which contain graphics that are professional quality. The candidate would be capable of working independently to handle all aspects of web design, development, and web infrastructure support. The candidate would be skilled in giving presentations, lead meetings, and demonstrates good people skills.

Additionally, the ideal candidate would have at least 2 years experience utilizing tools and languages such as HTML, CSS, JavaScript, XML/XSLT, SQL Server, Visual Studio and C#. Understanding of, and familiarity with jQuery, Sitefinity and SharePoint are preferred. Experience with Source Control systems is also desirable.
