RBS is a leading global investment bank with 6 global trading hubs - 4 of which are located in Asia Pacific (Tokyo, Hong Kong, Singapore and Sydney). Project Unicorn is a global programme which will enable the transfer of assets and liabilities from RBS NV to RBS plc. Unicorn is significantly complex in APAC with business spanning approximately 150 legal entities and 9 countries. APAC Unicorn Programme requires strong leadership to deliver the transfer of branch assets and subsidiaries in Indonesia and Thailand in 2012.
Description:
This role requires a strong individual with 10+ year’s experience of Project/Programme Management in an investment banking environment and should have experience of working across broad and complex change environments.
The candidate should have excellent experience of working in project delivery / change management roles across a number of financial markets product areas. We are looking for someone who is able to establish close working relationships across Asia Pacific and London with colleagues in both Technology and other Support teams (Risk, Finance Operations), to drive out requirements and co-ordinate all aspects of the Country Transfer plans.
The Programme itself will involve large scale change across a number of areas. The Programme Manager in this role will work on areas including:
- Legal Regulatory filings – work with Legal, Compliance and External Counsel to establish and deliver robust plans for submission of regulatory filings and licence applications for transfer of branches and subsidiaries to plc.
- Country Transfer plans – work with the businesses and functions to agree the Country Transfer approaches and supporting plans for delivery of all transfer activities, front to back.
- Governance – ensure that each Country Transfer plan is supported by an agreed set of assumptions, dependencies, risks and issues and that these are managed pro-actively throughout the delivery of the transfer plans. Ensure that key stakeholders are adequately briefed and consulted throughout the project.
- Internal external approvals – oversee all internal approvals for the transfers and ensure that all local external governance, i.e. reporting of material outsourcing, is adhered to.
Essential:
- University degree holder or above
- Proficient in the use of analytical tools, project tools (Microsoft Office, MS Project) and structured analysis techniques
- Extensive experience of process modelling, workshop facilitation and business analysisExtensive project/programme management and managing change experience
- Good knowledge of investment banking front to back cross-product and cross-business
- Understand the key elements of all areas of the bank i.e. Operations, Technology, Finance, Market risk, Credit risk, Operational risk, Legal, Tax and Compliance
- Solid delivery track record as a PM i.e. proven ability to solve difficult problem, planning, organising and prioritising workloads.
Desirable:
- Previous experience at RBS in a Global Banking Markets role
- Experience in working with Asia regulators
- Experience leading/managing a cross product balance sheet migration between systems and/or entities.
- Note that a willingness to travel on occasion within Asia is required, though the role will be based in a hub location and travel requirements will mostly be related to occasional trips between Hong Kong and Singapore.
- Be responsible for documenting the front to back delivery plans for all Country Transfer activities.
- Pro-actively manage multiple, diverse workstreams at both regional and country levels to ensure successful delivery of the cross-functional consolidated plans.
- Pro-actively manage all risks and issues impacting the Country Transfer plans.
- Ensure all internal and external approvals are achieved in line with the agreed plans.
