Intro:
The key objective of the assignment is to establish the Project management organisation (PMO) and embed the project portfolio process and project management way of working  in the organisation. In 2011 the project portfolio process and related project initiation process were defined and agreed. Besides that, a defined and agreed project management methodology including tools and templates are available.

Organisatie- en afdelingsomschrijving:

The current PMO has two dedicated Project Managers of which one is also executing PMO activities. The PMO is managed by the Director IT Strategy, Planning architecture who is also executing PMO activities for the more complex programmes and projects. Besides these two dedicated Project managers there are no people within the organisation who have the position of Project manager; however, there are a lot of people globally that are assigned as Project manager for a single project. The PMO is and will be a mix of some dedicated Project managers, Project Managers that are hired from the market place and internal staff managing single projects.

The next step, to be achieved in 2012, is to establish a professional PMO organisation that must be able to deliver high quality project managers for all IT related projects and to support in initiating and running projects in a professional way with the aim to achieve a high quality project delivery (in time, on budget and against business requirements). The key objective is that all will be trained and skilled to work as a professional Project manager according to the organisation requirements.

Functie-informatie:
For this assignment a Project Management Officer will be appointed, reporting to and working together with the Director IT Strategy, planning architecture to achieve the following deliverables:
-Select a project portfolio solution as Project manager with a team of experts and agreed by stakeholders
-Develop internal staff
      • Identifying internal Project managers
      • Improving project methodology (Prince2 based)
      • Develop internal project management training (methodology and soft skills)
      • Train internal project managers
-Establish an improved project execution by coaching Project managers on the job
      • How to initiate the project (PID)
      • How to set up the project (Project charter)
      • How to manage a project (project execution)
      • How to apply to the standard project management methodology

-Selection project is finished in time and in budget with achievement of objectives and deliverables
-Quality of advice to Project owners
-Quality of internal PM training
-Quality of embedding methodology and way of working
-All new projects delivered conform methodology

Functie-eisen:
-HBO degree
-more than 10 years of experience in project management and project portfolio management
-Proven Senior project management capabilities and skills
-Experience with setting up a professional Project Management organisation
-Prince2 certified
-Fluent in Dutch and English
-International experience an asset
-Personal attributes:

      • Strong written and oral communication skills
      • Service minded and not too dominant

Aanbod:
Uurtarief max. €100,- inclusief reiskosten

-Duration of the assignment: 3 April – 13 July (15 weeks)
-Starting with 2-3 days a week, evaluating after 5 weeks.
-After these 15 weeks the work established should be smoothly handed over to the internal Project Management Officer who is then empowered in this position.
