Internal IT Solution Consultant

The Kaiser Permanente National IT Department is looking for aInternal IT Solution Consultant to work within the Sales sub-portfolio of the Health Plan BIO in our Oakland or Pasadena, CA location. This individual will work closely with internal business partners, information technology professionals and vendors in support of the regional and national initiatives. Although primarily a technology position, this job also requires a strong business-focused background. You will be responsible for understanding current KP systems their functional capabilities, performing business requirement and gap analysis for strategic initiatives, identifying and evaluating solution alternatives, developing high level technical designs, and preparing cost solution estimates. Travel up to 25% is required. Qualifications: BASIC QUALIFICATIONS: - The ideal candidate will have BA/BS in CS or related field or equivalent experience. - 10 years of IT experience are also required, with demonstrated success in design and implementation of software applications - preferably in health plans or managed care organizations. - 5 or moreyears of experience in a senior solutions design role using software development life cycle methodologies including 5+ years prior Product Development experience. - 5 or moreyears eliciting and documenting business and systems requirements from business partners. - 5 or moreyears prior consulting experience with an emphasis on delivery of complex enterprise solutions and experience using structured software life cycle development methodologies (RUP, RM-ODP, RAD, etc.). UML or comparable modeling experience is also required. - 5 or more years experience in evaluating software packages and working with application vendors and system integrators on Request for Information/Request for Proposals. - Excellent problem-solving and decision-making skills, strong collaboration, documentation and presentation skills along with good oral and written communication skills are a must. PREFERRED QUALIFICATIONS: - MBA or MS preferred. - Candidate should have experience working in a matrix team environment with strong customer relationship management and customer service skills. - Must be flexible and have the ability to work in a complex and constantly changing environment. - Candidate should have a solid understanding of Health Plan business and systems in a specific area or areas (e.g., membership, benefits, claims, pricing/underwriting, call centers, etc.) along with deep technology acumen particularly in system and application architecture, EDI and Web services/SOA. - Strong knowledge of Visio to document system architecture and process flows is a plus.
