Position Description:
•Strong leader with ability to think strategically and understand the big picture across the organization as it relates to technical solutions for the client.
•Oversees the development, management and delivery of an annual IT development plan in conjunction with the client and Catalyst executive team.
•Works closely with the client, business and technology teams to set direction, vision, prioritization and strategic objectives.
•Connects with the client business and IT owners to provide frontline IT project support for strategic, operational, regulatory and tactical initiatives
•Creates and promotes guiding principles and best practices to lead the client’s processes and deliver technically sound solutions to meet their functional needs.
•Advocates for the client to validate technology business requirements and determine costs and risks
•Takes the lead role in managing the client relationship and technical delivery.
•Ensures timely completion of projects and proactively monitors and intervenes to head off project issues
•Alerts Senior Management when target dates or projects are in jeopardy due to internal and/or external factors beyond their control and provides recommendations to bring the projects back in line with expectations
•Keeps client informed on status of projects by holding meetings at regular frequency.
•Provides suggestions for process changes for better or more cost-effective functionality.

•Ensure client receive optimal and valid IT support necessary to operate their business efficiently and effectively
•Responsible for client Process and Procedures documentation and upkeep
•Administers, monitors and oversees input and output file maintenance
•Utilizes knowledge of PBM claims processing systems to manage system implementations
•Works with vendors to specify and implement claims processing system enhancements
•Troubleshoots and resolves systems issues and support any new program implementation for the client
•Coordinates testing and methodologies to provide comprehensive and accurate large-scale claims testing for implementations
•Monitors and performs Quality Assurance reviews of electronic files and review of new software functionality
•Performs other duties as assigned to meet corporate objectives

Qualifications:
•Bachelor’s Degree (technical, e.g. Computer Science, Information Technology preferred)
•7+ years of experience in PBM and Healthcare industry (specifically Medicare Part D and Medicaid)
•2+ years of supervisory experience
•Demonstrated proficiency in Microsoft Office applications
•Knowledge of prescription benefits and claims adjudication platforms.
•Must have strong organizational and analytical skills.
•Must be able to meet, or exceed tight deadlines in a fast-paced environment.
•Good communication and client facing skills both verbal and written.
•Demonstrated ability to talk with individuals and groups about their needs and ask the right questions to surface essential information.
•Ability to work with the user community and project team to define scope and ensure that it remains within the boundaries of the project objectives.
•Ability to define the capabilities that an IT solution must perform in support of the client’s needs.
•Ability to manage requirements volatility, integrity and continuity via change management and reprioritization.
•Demonstrated ability to use structured and disciplined approaches to solving technical problems.
