Candidates require a TS/SCI clearance, preferably issued by NGA,and the willingness, ability to pass a CI polygraph within two months of being assigned to the contract, 6 or moreyears of IT experience, and a Bachelor's degree. Additional years of experience may be accepted in lieu of degree. Essential Job Functions Conduct "as-is" and "to-be" business process reviews, process maturity assessments, and Gap Analysis Provide business process improvement and reengineering consultation, training and analytical services to include Six Sigma, COBIT, CMMI and other approved process improvement techniques Provide Information Technology Infrastructure Library (ITIL) expertise and support to incorporate ITIL and other continuous service improvement "best Practice" concepts into department processes Provide assistance in developing and maintain a performance management collection, analysis and reporting system and framework Maintain a Process and Performance management Document Management System for the department to include process flows, procedures and performance management documents Assist with conducting internal audits and corrective action reporting and provide internal audit training as required Provide as needed support for Vintara Provide guidance and assist with developing process and end-to-end service metrics Provide guidance and assist with the automation of process and end-to-end service metrics to include metrics collection, analysis and reporting Assist with the review of and develop responses for NGA taskers related to Process and Performance Management topics. Analyzes, plans and implements complex operational process improvement needs. Supports long-term planning sessions with multiple clients to improve business processes, generally involving use and improvement of information systems and goals. Evaluates and models existing processes. Identifies improvement options and designs and implements processes to ensure that client and company needs are met in a timely manner. Provides consultation on the use of complex re-engineering techniques to improve process performance and product quality. Deploys plans from conception through closing. Organizes, leads and facilitates cross-functional projects. Defines strategic direction working with business development, product development and product management teams. Develops complex metrics that provide data for process management and indicators for future improvement opportunities. Collects data to identify root cause problems. Researches, recommends and approves processes to aid in the translation of business objectives into functional requirements and solution design. Measures performance against process requirements, aligning improvement projects to close performance shortfalls. Identifies and manages resources, including cross-functional members, to successfully execute projects. Serves as an information solution liaison across organizations for process improvement, business processes and systems integration. Works in conjunction with business strategies program leaders to provide desired re-engineering practices and to ensure alignment of re-engineering initiatives to business objectives. Delivers presentations and training courses including measurement, analysis, improvement and control courses. Surveys and analyzes best practices for techniques and processes. Supports pilot projects and internal case studies for trial usage improvement methods or approaches. Communicates team progress to all levels in the organization. Works with management to align projects to strategy. Assesses the degree of risk impact, timeframe, and cost of re-engineering required to achieve the desired future state. Acts as re-engineering consultant to other transformation teams in methods, techniques, and tools to ensure adherence to company guidelines. Applies process improvement, reengineering methodologies, and best practice principles to design and implement process modernization and improvements. Assists with analysis, evaluation, and assessment leading to development of recommendations for system and process improvements, optimization, development, and/or operations sustainment efforts for IT systems, software, and processes. Coordinates and manages analysis evaluations and quality assessments for proper implementation of programs, systems specifications, and quality standards. Establishes performance measures, monitors and analyzes performance metrics to identify and implement performance based improvements. Qualifications Basic Qualifications Bachelor's degree or equivalent combination of education and experience Bachelor's degree in business administration, management, or related field preferred Six or more years of organizational change consulting experience Experience working with business re-engineering processes and the technology industry Experience working with business processing models, Process Design, Requirements Management, and Project Management Experience working with re-engineering tools, methods, and techniques Other Qualifications Strong analytical and problem solving skills Leadership skills to guide and mentor the work of less experienced personnel Strong communication skills Strong interpersonal skills to communicate with clients Ability to work independently and as part of a team Willingness to travel Knowledge of and/or experience in ITIL, COBIT, CMMI, Six Sigma, etc. (Certifications preferred.)
