IT Compliance Business Consultant – Consultant Specialist


The continued evolution of Health Care reform has driven unprecedented changes in the regulatory and Compliance landscape within the Health Care industry. In the Shared Staffing Unit you will be responsible for partnering with business and technology constituencies to address these evolving challenges by embedding risk management and compliance management competencies into day to day activities. The success of this unit requires dedicated professionals who possess the analytical, feasibility, relationship and executive summary skills needed to form highly reliable risk management strategies to meet various Compliance requirements.

As a Business Consultant, Consultant/Specialist on the Shared Staffing Team, you will provide analytical, feasibility, business case and executive summary skills needed to form highly reliable risk management strategies to meet various compliance requirements. In addition, you will facilitate the development, implementation, and maintenance of compliance policies in KPIT.

JOB RESPONSIBILITIES

- Day to day tasks include gathering and documenting re-engineered process data in support of our recommended strategies;
- Collate and produce executive summary presentations related to findings and recommendations,
- Develop feasibility studies, business cases and proof of concept documentation,
- Track and analyze all new IT and National policies pertaining to Kaiser Permanente IT.
- Prepare summaries of analysis that include, as appropriate, relevant policy history, comparisons to existing or proposed policies in other jurisdictions and detailed descriptions of the operational requirements and affected IT departments.
- Effectively assess risks/conflicts at the macro and micro level of new or existing policies and regulations and to focus efforts on the critical issues affecting IT systems and operations.
- Collaborate with various departments of IT to review, analyze, and develop/oversee comments on policies to coordinate with the National Compliance Office (NCO).
- Development of implementation plans of new policies to ensure compliance with the mandate's requirements and intent.
- Through user adoption / change management strategies - including marketing, communications, training, and metrics development - support the implementation of new policies and compliance mandates.
- Respond to inquiries from stakeholders in the Information Technology account management, security, and IT operations groups to ensure the flow of information regarding new policies.
- Escalate policy concerns on a timely basis to ITC senior management, and other IT departments as appropriate.
- Engages in periodic compliance program effectiveness evaluations
- Participates in other projects as assigned and completes tasks within requested timeframes
- Develop and maintain cooperative and productive relationships between the various departments of IT (BIOs, IMG) and the National Compliance Office (NCO).

Qualifications:
Basic Qualifications:
- Bachelor's degree in related field and/or 4 years of equivalent experience.
- A minimum of 12 years of experience in documenting functional requirements, analyzes business process, and develops business cases to support IT solutions.
- Advanced knowledge (broad expertise or unique knowledge) of policies, practices and systems.
- Develops advanced concepts, techniques, and standards.
- Develops new applications based on professional principles and theories.
- Applies advanced principles, theories, and concepts.
- Contributes to the development of innovative principles and ideas.

Preferred Qualifications:
- Viewed as functional expert in field within Kaiser Permanente.
