Job Summary:
Responsible for the overall direction and management of projects through designated project managers, ensuring consistency with corporate strategy, consistency of process across projects and customer satisfaction with the products. Plans, schedules, coordinates, organizes and leads all aspects of project management. Evaluates, determines and implements standard project methodology. Manager shall apply project management knowledge, skills, tools, and techniques in supporting project managers and driving the development and application of project management methodology and culture. Manage change and promote the continuous improvement of project management related processes through improved/enhanced methodologies.
Key Responsibilities:
Resource Management
• Motivate and ensure effective utilization of IT resources.
• Manage and coach employees in project management best practices and tools in accordance with defined company processes.
• Drive accountability and maximize resource utilization.
• Manage, monitor and track resources’ time for projects.
o Ensure accurate time entry to drive project progress and resource management.
• Estimate staff resource needs for successful project delivery.
Portfolio Management
• Monitor and report In-Flight project status.
• Remove roadblocks and assist team with project issues that affect cost, scope or schedules on committed projects.
• Ensure In-Flight Projects follow consistent and standard processes for delivering project activities and meeting business expectations within cost, scope, and schedule.
Cost Management
• Manage, monitor, track, and report project-related costs.
• Oversee project costs and ensure finances are well managed, monitored, and balanced for all PMO-managed efforts and process invoices in an efficient and timely manner.
Project Governance
• Standards and Best Practices
o Establish, implement, communicate and improve standard project management methodologies, techniques, and best practices.
• Project Communications and Status
o Develop and report on standard PMO metrics consistently.
o Ensure Project level status is communicated consistently and accurately.
o Ensure Project Schedules are published and tracked utilizing standardized tools.
o Communicate clearly and concisely to all levels of executives, management, staff, and internal and external customers.
• Project Escalation and Exception Reporting o Ensure compliance on standardize control processes for communicating portfolio and project issues. Supervision
• Manage a team of 8-10 project managers.
• Assign project managers to approved projects.
• Guide, monitor and evaluate work performance of Project Managers.
• Give input to Product Managers for performance evaluation as appropriate.
Position Requirements:
Minimum Qualifications:
• 10+ years experience in leading projects in an IT environment.
• 5+ years of supervisory experience.
• PMP certification required.
• 5+ years experience in MS Project required.
• 5+ years background in business and the end-to-end lifecycle, (from discovery/feasibility studies to implementations, and build vs. buy decisions).
• Must have 2+ years experience leading IT implementations with budgets of more than $1M.
• Must have specific experience in software development and infrastructure projects, in addition to having a general background in IT.
Preferred Qualifications:
• A Bachelor’s degree in Computer Science, Business or Math is desirable. A Masters degree in a related field is preferable.
• Experience with Oracle strongly preferred.
• Knowledge of Project server a plus.

• Proven ability to recruit, retain and motivate best in class project managers.
• Solid track record of collaboration with Development, IT Infrastructure, Quality Assurance Testing, and IT Support Services.
• Plan, appropriate and control spend year-over-year while communicating spend in terms of investment (Value, ROI, IRR).
• Excellent communication skills required. Ability to communicate to all levels of staff (executives, management, staff, and internal and external customers) and tailor communications to a targeted audience. Communicate clearly and concisely in both written and oral communications.
• Strong attention to details and ability to multi-task. Able to respond seamlessly to changes in direction. Ability to work under tight deadlines and manage multiple tasks against set deadlines.
• Ability to capture key thoughts and decisions from unstructured brain-storming sessions, devise actions, and lead the group to define and achieve goals.
• Results driven. Drive accountability and execution for successful delivery of projects.
• Develop positive working relationships with peers across the company.
• Measure and optimize repeatable processes of project management in a highly collaborative environment.
• Ability to respond flexibly and professionally and to work calmly under pressure.
• Strong self-motivation skills in order to independently identify and resolve a variety of administrative, organizational, and communication issues.
• The ability to translate and simplify detailed data and analysis into high-level presentations for decision makers.
• Experience working effectively in an environment with rapidly shifting and often contradictory demands and priorities.
