The role of IT Outsourcing and Business Performance Manager is accountable for managing outsourced technology arrangements, providing quality assurance through identification and testing of key country-level technology controls, monitoring and evaluating the Singapore IT performance, and controlling the annual technology budget.

The role reports to the Head of Information Technology and the Head of Operational Excellence for Singapore. You will manage performance of outsourced technology services provided to ANZ Singapore (including intra-Group arrangements provided outside of Singapore), manage quality assurance and control effectiveness function for Singapore IT organisation through planning, identifying, and testing of all key technology controls managed by the Singapore IT team.

Key focus is on driving performance of the Singapore IT team through definition of country technology roadmaps, and by monitoring and evaluating internal IT service performance against Service Level Agreements (SLAs). This will include financial management of IT services provided to the Singapore Branch including planning and monitoring the annual IT budget for projects. You will lead the IT human resources management function for the Singapore IT team by ensuring accurate position descriptions are maintained, team performance measures are aligned with accountabilities, and facilitation of annual performance planning and remuneration review.

Qualifications:

The role requires a leader with at least 5 years of technology management experience in financial services, or auditing firms working with banks and financial service providers.

A qualification as a certified computer systems auditor (CISA) with significant experience of auditing technology controls will be ideal for the role. The candidate should display the ability to complete validation and testing technology control design and effectiveness. Prior experience in implementation of IT governance and quality frameworks such as ITIL, COBIT and CMMI will be highly regarded.

Thorough knowledge of the Monetary Authority of Singapore (MAS) compliance requirements for Technology Outsourcing and Risk Management will be essential. Excellent organization, communication and analytical skills will be mandatory.
