IT Project Management Specialist Job in Walnut Creek, California Us
The individual in this role will manage a project team which is responsible for the Business Partner System of Record (BPSoR), Application Release Management. Responsibilities in this role include all phases of the system development implementation process including analysis, design, development, testing ongoing support for the client area application systems in an environment of diverse development platforms, computing environment including (host based, distributed systems, client server) software, hardware, technology, tools, etc.
Essential Functions:
- Deliver Channel technology projects and initiatives.
- Supports Health Plan IT planning and portfolio management, including coordination with KPIT.
- Coordinate with systems administration staff to maximize uptime and efficient operation of databases, applications under management control.
- Manage roadmap of system enhancement needs.
- Develop and share application best practices to share with business and technical users.

- Manage touch points between applications, interfaces within channel umbrella systems.
- Manage move to Production (Go Live Shakedown) efforts for managed applications.
- Ability to coordinate technical work. Working knowledge of data interfaces required to pass data from system to system.
- Utilize and effectively communicate technical components of an initiative to applicable parties.
- Consults w/ clients in the analysis of short long range business requirements recommends innovations which anticipate the future impact of changing business requirements.
- Organizes, analyses, controls the activities of the project team.
- Assigns personnel to the various projects directs their activities.
- Reviews evaluates the work of the staff prepares periodic performance reports.
- Prepares activity progress reports for the team.
- Leads cross functional team projects provides IT consulting services.
- Responsible for detailed planning for development schedule, budget, staffing approach.
- Tracks reports development status (schedule, budget, milestones, metrics, key events, risks issues) to appropriate director.
- Establishes development standards processes.
- Ensures that all personnel are trained on processes standards.
Qualifications:
Basic Qualifications:
- Bachelor's Degree in Informatics, Computer Science, Software Engineering, or related field, or equivalent experience.
- Minimum of eight years or more in systems analysis application program development.
- Extensive knowledge of the system development life cycle system application program development technology alternatives.
- Excellent analytical ability interpersonal skills to communicate effectively w/ clients other IT staff.
- Strong project management skills.
- Must be able to work in a Labor/Management Partnership environment.
Preferred Qualifications:
- Minimum of three years or more in direct supervisory management position.
- 7 years of progressive experience in database analysis and database development.
- Extensive knowledge of KP's production environment.
- Experience with CRM, Sales Operations, or Data Integration.
- Experience with development and support of PEGA Applications.
- Working knowledge of current PEGA applications with the ability to scope and understand enhancement needs quantify, prioritize, develop requirements and schedule release content across and within environments to ensure compatibility.
- Possess strong innovation, analytical, problem solving and facilitation skills.
- Excellent business presentation skills.
- Ability to interface effectively with all levels and across organizational lines, including business units.
- Coordinate necessary system and process changes within managed applications to facilitate transformation to a more complex workflow, data driven environment.
- Ability to create process flows and complex Visio graphics.
- Strong Project Management skills with experience in managing large multidiscipline cross functional implementations.
- Experienced in client relationship or vendor management.
- Ability to work under pressure, in challenging settings and within deadlines.

- Assist/Drive training curriculum and testing plan development for applications under management.
