The Project manager will design, plan, and coordinate work teams, will follow standard project management industry practices such as the PMI's framework. Understands business and technical objectives of a project and works closely with contract manager and project sponsors. Creates and tracks budget and schedule progress via appropriate metrics. Establishes project organization and methodologies and defines roles and responsibilities. Documents risks and develops mitigation plans. Creates and implements a communication plan. Builds an effective team, assigns tasks to team members, and evaluates outcomes.  Timely and efficiently communicate to Project Sponsor and Stakeholders. Identifies, tracks, and ensures resolution of issues and removal of barriers. Where appropriate, provides technical support to project team members. Relies on experience and judgment to plan and accomplish goals.

 

WORKER SKILLS AND QUALIFICATIONS (Required)

Essential Job Functions:

·         Oversee the Tex-AN Next Generation project activities across functional HHS agency systems and other state entities and coordinate, planning, and scheduling during project development and implementation stages.

·         Assist with the development and implement strategic planning actions and policy decisions and makes recommendations to the Director of Infrastructure Services/Contract Manager concerning the direction of the agency’s efforts.

·         Oversees the preparation of charts, diagrams, and tables that depict the present and proposed systems in terms of costs, benefits derived, and tasks accomplished.

·         Analyzes existing process efficiency and effectiveness.

·         Determines operational, technical, and support requirements for the location, installation, operation, and maintenance of enterprise based telecommunications support services.

·         Formulates logical descriptions of problems and devises optimum solutions.

·         Provide input for executive briefings

·         Ability to analyze systems and procedures; to write and revise standards and procedures; to communicate effectively; and to plan, assign, and/or supervise the work of others.
