Under the administrative supervision of the Information Technology Manager, the IT Systems and Database Administrator is responsible for overseeing the maintenance and support of all Health District server and database technologies. The IT Systems Administrator will have a thorough knowledge of Microsoft networks with additional experience and expertise in SQL as well as other databases and application support. The System Administrator is responsible for future database and all server needs assessment and in conjunction with the District IT Team, the System Admin will plan, coordinate and assists with the implementation of system related projects and upgrades, and ensure that adequate controls are in place to safeguard Health District data from unauthorized users or loss.
Essential Job Functions
25% - Maintenance - Diagnose server problems and employ preventive measures to maintain high availability for District network resources. Ensure database daily operation and create processes to ensure data integrity and proactively identify potential data errors.
50% - Technical Support - Manage SQL and other databases in our production environment including installation, configuration, backup, recovery, upgrades and schema changes. Supports database platforms and helps define strategies for data acquisition, recovery, migration and archiving. Tune and optimize the performance of all staging (test) and production database instances. Deploy software for service packs or emergency security patches for servers and database systems. Ensures all district server backups and disaster recovery policies are followed. Establish mechanisms for data backup/restore of relational databases; provide restoration services as needed. Plan and execute disaster recovery.
20% - Other General Duties - Develop procedures and database triggers in support of district application development. Participate in application development projects and be responsible for the database architecture and design. Participate in the creation of development, staging and production database instances, and the migration of those instances from one environment to another. Raise "roadblocks" and disruptions to IT Manager that may distract from completing assigned duties. Apply Ortivis Software and Database patches and upgrades. Work to make ad-hoc reporting available for all database instances and assist in establishing regular operational procedures.
5% - Functions as backup to IT Manager. Other duties as assigned.
Knowledge, Skills Abilities
Must have a good understanding of Blackberry Enterprise Server, Electronic Faxing Solutions, SAN/NAS storage technologies. Solid understanding of TCP/IP, SMTP, DNS Experience with Arcserve backup software and hands-on experience in an enterprise level Windows server environment, with previous Windows server responsibility. Familiarity with server/network environments and virtualization platforms (VMware). Provide 24x7 monitoring, troubleshooting, problem resolution support for district production and training environments. SUN and/or SOLARIS experience a plus. Works on special application programs such as, but not limited to, ESO, Ortivis, NextGen EMR, ArcGIS, Blackberry, Accufund, Fundware, Shelter Pro, etc . Experience preferred in the installation, use and maintenance of technology equipment, including Personal Computers, PC Networks, Microsoft Networking software, Avaya PBX equipment and other telecommunication equipment, All Windows Server and Windows Networking Components Exchange 2007 with OWA, SQL Server. Cybase databases, Barracuda Web Filtering System, Veritas Backup Exec, Blackberry Enterprise Server, Symantec Endpoint Protection Suite,. Microsoft Sharepoint. Must have a reasonable understanding of DSL, cable modem, wireless, DMZ, IIS, FTP, VPN and NAS technologies. Skill in providing excellent customer service and support; maintaining an organized work area with attention to detail; organizing and prioritizing workload and meeting deadlines; and communicating effectively with both internal and external customers to identify needs and evaluate alternative business solutions. Education/Experience
Bachelors Degree in a technical field is required. Must have at least 3 years as a server administrator w/ 2yrs SQL experience. Proficient in SQL and scripting languages (PHP, Perl), Performance database tuning experience. Ability to work independently, as well as collaboratively with other staff members, to complete short and long-term projects. Experience with replication a plus. NEXTGEN EMR experience helpful but not required.
License and/or Certification
Valid Texas Drivers License. Microsoft and Cisco Technical Certification preferred.
Special Requirements
Must have reliable transportation and be willing to travel between GCHD facilities. Must be willing to work evening hours if necessary. Must be able to assist in responding to public health emergencies including, but not limited to disease outbreaks, biological, chemical, and extreme weather emergencies.
