POSITION: IT Systems Manager
REPORTS TO: Chief Information Officer (CIO)
EXEMPT POSITION
POSITION SUMMARY:
The IT Systems Manager role is to plan, organize, and oversee staff and overall operations to ensure the stable operation of MACIPA’s IT infrastructure. This includes developing, maintaining, supporting, and optimizing key functional areas, particularly network infrastructure, server infrastructure, database, email and telecommunications systems. The IT Systems Manager will also schedule and direct activities to resolve hardware and software problems in a timely and accurate fashion.
PRIMARY RESPONSIBILITIES:
- The IT Systems Manager will oversee and set priorities for the design, maintenance, development, and evaluation of all infrastructure systems, including LANs, WANs, internet, intranet, security, databases and wireless implementations.
- The IT Systems Manager will design and implement short and long-term strategic plans to ensure infrastructure capacity meets existing and future requirements.
- The IT Systems Manager will conduct feasibility studies for various upgrade projects, improvements, and other conversions.
- The IT Systems Manager will develop, implement, and maintain policies, procedures, and associated training plans for infrastructure administration and project management.
- The IT Systems Manager will participate in the development of IT strategies in collaboration with the CIO.
- The IT Systems Manager will define hardware and software standards in conjunction with owners and stakeholders.
- The IT Systems Manager will coordinate the IT Department’s activities to ensure a smooth flow of operations by setting priorities, establishing goals, and assisting in the development and implementation of internal policies and procedures.
- The IT Systems Manager will supervise staff for the IT Department, including but not limited to hiring, termination, training and evaluation decisions.
- The IT Systems Manager will maintain a broad knowledge of state of the art technology, equipment and/or systems.
- The IT Systems Manager will research and evaluate new technologies.
- The IT Systems Manager will test network performance and provide network performance statistics and reports; develop strategies for maintaining network infrastructure.
- The IT Systems Manager will test server performance and provide network performance statistics and reports; develop strategies for maintaining server infrastructure.
- The IT Systems Manager will conduct research and make recommendations on products, services, protocols, and standards in support of all infrastructure procurement and development efforts.
- The IT Systems Manager will work with vendors, outsourcers, and contractors to secure infrastructure-specific products and services.
- The IT Systems Manager will establish and maintain regular written and in-person communications with the CIO and end users regarding pertinent infrastructure activities.
- The IT Systems Manager will be involved with planning and deployment of infrastructure security measures.
- The IT Systems Manager will practice IT asset management, including maintenance of component inventory and related documentation.
- Other duties as assigned.

1. Four-year university degree or college diploma in the field of computer science or 5 years equivalent work experience.
2. Hands-on experience in troubleshooting hardware.
3. Knowledge of current protocols and standards, including TCP/IP, HL7, TSQL, HIPAA.
4. Conversant with programming languages such as VB.Net, ASP, TSQL, HTML.
5. Application support experience.
6. Ability to make sound and logical judgments.
7. Demonstrated leadership and personnel/project management skills.
8. Ability to lead and motivate others.
9. Good understanding of the organization’s goals and objectives.
10. Strong interpersonal, written, and oral communication skills.
11. Ability to perform general mathematical calculations for the purpose of creating needs assessments, budgets, and so on.
