Knowledge and Policy Manager, 10 month maternity cover
Role Overview
The Bankrsquo;s strategy in the energy efficiency sector is to integrate energy efficiency and climate change-related activities (primarily in the area of mitigation but the Bank is also developing a programme of adaptation activities) into the Bankrsquo;s operations. The objective is to increase the impact (in terms of volume of financing, number of operations, coverage of sectors, energy savings and emissions reductions, innovative financing instruments) and assist the region in improving its energy efficiency performance. The Bank will scale up its industrial energy efficiency programme (screening of projects and use of energy audits), roll out dedicated credit lines, design innovative financing mechanisms (particularly for the built environment) and systematically build energy efficiency into its infrastructure and power sector activities, while deepening its capabilities and expertise in adaptation financing.
The Bank will seek to mobilise additional donor funds, in particular grant co-financing to support projects, capacity building and policy dialogue. The Team plays an operational role providing support to bankers and their clients on integrating sustainable energy into its banking business activities.
The Bank has launched the second phase of its Sustainable Energy Initiative (ldquo;SEIrdquo;) after a very successful first phase. With the increasing global focus on climate change and energy security the range of activities of the Energy Efficiency and Climate Change (ldquo;E2C2rdquo;) Team, and the complexity of operations are increasing. Knowledge management/MRV, including learning, is becoming more important to the SEI as it holds the key to continued effective leveraging of donor funded climate actions.
The E2C2 Team is now seeking a Knowledge Policy Manager on a 10 month maternity cover contract to work with the team in delivering on the Bankrsquo;s mandate in this area. The Manager will play a significant role in supporting the implementation of its SEI strategy by developing knowledge management, monitoring, reporting, and verification (MRV) approaches and supporting the communications and marketing strategy for SEI. The Manager should also support policy dialogue activities, assessing client groups' knowledge needs and supporting activities that create the enabling environment for sustainable energy investment projects.
For internal applications, we will also consider hiring someone into this role on a secondment basis.
Key Responsibilities and Deliverables
Reporting to the Senior Policy Manager in E2C2 and in close cooperation with key team members in OCU and ESD, the Manager will focus on gathering lessons learned across the team and the wider SEI, and on turning these into outputs that will support the further development of the SEI, both internally and externally, and strengthen the position of the EBRD as an institution with a solid background in climate finance. This will include the tasks set out below:
Knowledge Management
Under the supervision of the Senior Policy Manager:
- Development and implementation of knowledge management and MRV frameworks in support of the Bank's work in the area of climate change. This will include linking these frameworks to emerging UNFCCC guidelines and the international climate finance debate. Specifically :
§Develop Knowledge Management approaches to link together strands of work inside the E2C2 and the Bank to ensure that the institution can continue to grow its capabilities by implementing lessons learnt;
§Develop MRV approaches appropriate to private sector operations that will work in line with the existing Transition Impact Monitoring System;
§Exchange, share and gain knowledge from other, similar institutions, such as other MDBs, the UN agencies, bilateral development banks, the private sector, etc.;
- Support the SEI policy development and contribute to the implementation of the newly developed SEI communications and marketing strategy. This comprises:
§Achieving effective integration of Knowledge Management/MRV components in the design and implementation of the SEI Phase III and the SEI communications strategy.
§Assisting in the development and implementation of knowledge dissemination activities (e.g. reports on lessons learned, guidelines, good practice notes, tool kits etc).
Work with colleagues in E2C2, OCU and ESD to:
- Ensure that lessons are learnt and applied in a systematic way in communication with sector teams and the Office of the Chief Economist.
- Provide input on Knowledge Management/MRV issues relating to donor-funded programmes linking underlying donor policy objectives to the Banking department transactions and providing relevant technical input related to Knowledge Management and lessons learnt for negotiations and meetings with donors and external agencies.
Policy Management
- Based on the lessons learned, assist with the development and implementation of policy dialogue activities under the SEI, specifically:
§Ensure that lessons learned contribute to EBRD's successful participation in the emerging international climate finance architecture (CTF, SREP, forthcoming Green Climate Fund, etc); and in particular ensure that knowledge management components are compatible with the requirements of donors and other IFIs;
§Prepare, supervise and monitor TC assignments;
§Assess stakeholder knowledge needs and assist in developing strategies to address them.
§Develop new areas of work.
Other tasks pertaining to SEI as agreed with the relevant teams.
Essential Skills, Experience and Qualifications
· Good relevant degree from a leading university in the country of education, and a background in economics, business or energy
· Minimum 4 years of relevant experience gained from within an IFI, Consultancy, Government or Regulatory Institution or leading organisation within the Energy sector
· Knowledge Management/MRV development experience within sustainable energy, energy or climate change mitigation as well as using Knowledge Management/MRV as a strategic instrument to achieving the objectives of a business/organizational unit.
· Working familiarity to assess client groups' knowledge needs and assist in developing strategies to address them.
· Familiarity with a range of policy issues related to sustainable development and global climate change issues, in particular a good understanding of multilateral/European climate finance policies
· Demonstrated ability to work with diverse stakeholders, including governments, MDBs, civil society organizations and private sector.
· Working knowledge and understanding of knowledge management systems, policies, procedures and practices within the broader group of Multilateral Development Banks (desirable).
· Knowledge of climate finance donor organisations, priorities and procedures
· Good understanding of transition region sustainable energy situation or strong willingness/aptitude to develop this.
· Proven experience of communicating effectively with senior management and policy officials
· Experience with setting up institutional development programmes
· Demonstrated track record of delivering on schedule - either at project or programme level
· Good commercial judgment and awareness
· Computer literacy
· Very good written and oral communication skills in English are essential
