Essential Job Functions
- Plan, organize and direct local analysis, and document staff procedures, IT toolsets, Decision Support systems, implementations, risk management, ILS, and experimentation efforts supporting various command missions and make recommendations for improvements therein. Tasking could include, among other knowledge and information management activities:
- Create a knowledge enabled organization
- Establish knowledge sharing processes
- Utilize information technology to enable knowledge processes
- Connect knowledge and people (organization)
- Support development of Communities of Practice
- Enable creation of virtual teams
- Support development of a knowledge sharing culture
- Create, share and leverage knowledge (Process)
- Establish content management procedures and taxonomy
- Create Knowledge Maps
- Assist in the development of collaborative best practices and assist in implement collaboration/IM tools
- Create the Knowledge Infrastructure (Technology)
- Support development of knowledge portal/enterprise document management
- Assist in the development of and provide support in sustaining the KM posture and culture at NAVSO/C4F.
- Provide training on any and all new systems, tools, methodologies, processes.
- Work with stakeholders to build data repositories, web sites, portals, wikis, blogs, and other collaborative technologies to facilitate knowledge development and sharing for events as required, to include meetings, experiments, exercises and conferences.
- Provide training to the KM/IM customers on new KM/IM processes, technologies, and data repositories at such venues including meetings, experiments, exercises and conferences.
- Assist NAVSO/C4F at KM/IM meetings, conferences, and workshops as required.
Qualifications
Basic Qualifications
- Bachelor's degree or equivalent combination of education and experience
- Bachelor's degree in business administration, information technology, engineering or related field preferred
- Ten or more years of project management experience
- Experience working with project management methodology such as Catalyst including budget development, project planning, control and assurance methodologies, project management software and finance and accounting concepts and practices
- Experience working with quality management approaches and techniques
- Experience working with delivery assurance policies, procedures, and principles to ensure compliance
- Experience working with productivity and methodology tools that increase project efficiency and effectiveness
- Experience working with administrative processes
- Experience working with client vision, business objectives, and critical success factors
- Experience working with delivery assurance principles and appropriate procedures relevant to area
- Experience working with techniques and approaches related to the architecture, development, integration, and deployment of project phases
- KM experience
- Professional KM certification such as Certified Knowledge Manager (cKM)
- Top Secret/SCI clearance
- Strong creative, analytical and problem solving skills
