 Eagle Applied Sciences is searching for an experienced Program Manager for The Defense and Veterans Brain Injury Center (DVBIC) is the primary Traumatic Brain Injury (TBI) component of the Defense Centers of Excellence (DCoE). DCoE is a Federal Program within the TRICARE Management Agency (TMA)/Health Affairs (HA) for the Department of Defense (DoD) responsible for the areas of TBI and Psychological Health. DVBIC headquarters is located in Silver Spring, MD.

 

Under the guidance of the DVBIC National Director and the DVBIC Office of the Chief of Staff. The Program Manager will facilitate information flow between DVBIC Leadership, site program managers, government and contract staff and the contract company throughout DVBIC HQ and the Network Sites. S/he will oversee and execute the network contract personnel actions, workflow and operational procedures as outlined in contract requirements.

 

The Mission is to provide TBI Clinical Investigation, Surveillance, Education and Clinical Care – which includes Clinical Care and Care Coordination, to Service Members, including Guard and Reserve, and Veterans with TBI, as well as their Families. This multifaceted approach to TBI is best served with coordination between divisions and offices to ensure the Service Member or Veteran with TBI and their Families receive the best care and services available both in the DoD and Veteran Health Affairs Systems (VA).

 

The HQ ensures that all DVBIC Network Sites provide state-of-the-art clinical care and care coordination, innovative clinical investigations, surveillance, clinical initiatives and educational programs. Headquarters facilitates collaboration between the military, DoD, VA, civilian health partners, local communities, families and individuals with TBI, such as the Department of Veterans Affairs (DVA); Centers for Disease Control and Prevention; National Institutes of Health; Walter Reed Army Institute of Research; National Institute of Disability Rehabilitation Research; Ohio State University; Uniformed Services University of the Health Sciences; and the Center for Neuro-regenerative Medicine.

 

The Program Manager will perform duties under the guidance of the DVBIC National Director and DVBIC Chief of Staff:

Serves as the liaison between the DVBIC Leadership, contract company POC and DVBIC contract staff.

Facilitates information flow between DVBIC Leadership, site program managers, government and contract staff and the contract company throughout DVBIC HQ and the Network Sites.

Provides contract staff direct or indirect administrative supervision.

Ensures all licensed contract staff meet all local/state/federal requirements as required by their specialty, position and duty location.

Provides contract employee advice and coordination for personnel actions as requested and/or required.

Prepares program summaries and produces reports as required and/or requested.

Ensures Site Program Managers file deliverable requirements on time.

Oversees and executes network site workflow and operational procedures regarding contract requirements.

Provide input regarding network site budgets to ensure usage is within contract requirement guidelines.

Ensures full compliance with all contract requirements, schedules and provisions.

 

Qualifications: Senior manager with 10 years related experience, contracting and program management with demonstrated large program success, ideally within the US military, DOD or other government agencies. Must have in-depth experience and background managing or leading large initiatives.

Candidate should bring fairly extensive knowledge of PTSD and TBI programmatic initiatives, as well as personal clinical expertise treating patients or in leading research initiatives in those populations.

Critical to have vision to troubleshoot potential problems and negotiate tough management challenges that may emerge relative to technical execution and financial management

 

Education: Master’s in management or health related field required.

PhD in management or health related field preferred. Experience within one of the mentioned fields may be accepted in lieu of educational minimums. Candidate may be a physician (family medicine, neurologist, or psychiatrist) or a PhD clinical or research psychologist.
