Legal Analyst –
The Analyst will be assigned to the Office of Legal Access Programs within the EOIR Office of Director. As an Attorney (or equivalent legal expert), the position is responsible for providing analysis and assistance in the management of the Office’s Legal Orientation Program (which includes both the LOP for adult detained aliens, as well as the LOPC for custodians of Unaccompanied Alien Children).
This includes:
Assists with carrying out management objectives, policies, and planning for the LOP.
Assists the Contract Officer’s Technical Representative (COTR) and Alternative COTR(s) in developing, administering, evaluating and expanding the LOP. This includes:
Assistance in ensuring that LOP contract providers are in compliance with LOP contract Statement of Work;
Responding to the contract related needs of LOP providers; and
Assistance with the monitoring and evaluating of program performance through monthly reports, conference calls, and annual site visits to LOP provider locations.
Assists with development and/or review of LOP-developed self-help legal resources to detained aliens at alien detention sites and custodians of unaccompanied alien children; and assists with their dissemination to provider sites as appropriate.
Assists with the development and provision of annual “Fact Sheets” on Legal Orientation Program updates to EOIR, the public and other government entities, as needed.
Assists with the development of improved practices and procedures to better meet the LOP’s objectives.
Qualifications –
- LL.B. or J.D. degree, or Bachelor’s degree and at least 2 years experience working as a BIA Accredited Representative.
- Minimum 3 years of relevant legal experience working with, or in support of LOP or similar immigration legal service programs.
- Comprehensive knowledge of immigration laws, including regulations and administrative and judicial case law.
- Excellent analytical, research, and writing abilities;
- Excellent organizational, interpersonal and negotiation skills
- Ability to make oral presentations to large audiences.
- Ability to travel extensively within the United States.
- Microsoft Office experience
- Ability to successfully complete an extensive government background check
- Fluency in Spanish preferred
Additional Information –
The position has contacts with senior management officials at EOIR Headquarters, as well as with Immigration Court staffs, DHS, Department of Health and Human Services officials, and other components of the Department of Justice, as well as non-governmental organizations, private attorneys, contractors, and the general public.
The work is largely sedentary. There is occasional walking, standing, bending and carrying of light items such as files and books.
The work is performed in an office setting, except for frequent travel to field sites and offices (approximately one trip per month of one to three nights duration).
