Loan Officer – Project Finance recruitment
Appointment will be made on the basis of a fixed term contract until 30th April 2013
Purpose
To carry out the EIB project finance operations in the regions covered by the ACP-IF Department
Specific Post Environment
The post requires the ability and willingness to travel extensively
Accountabilities
Under the supervision of the Head of Division and senior members of the team; s/he will have the following accountabilities:
- End to end responsibility for identifying suitable projects, appraising them, and getting them approved, and follow-up until first disbursement :
- Evaluating, at an early stage, the quality of potential projects and their chance of success, by consulting where appropriate with the ACP-IF geographical divisions and regional offices, PJ, RM, OCCO and JU in order to improve the effectiveness of the appraisal process
- Evaluating the credit and project risk of proposed operations including leading and coordinating the work of external advisers (legal, technical, insurance, etc...) and the EIB project team
- Following closely the disbursement until first disbursement and manage the transfer to Ops B/MONITOR
- Establish and develop business relations with key external parties (e.g. investors, financial bodies, government representatives, local authorities, other EU bodies, etc) in order to develop the project portfolio and acquire new operations, build co-operation and stay abreast of best practice
Qualifications
- University degree in Finance/Economics or a business related discipline
- Minimum of 3 years' professional experience in banking or finance, preferably in an operational capacity
- Good knowledge of financial and cash flow analysis as well as proven experience in credit risk assessment and financial modelling
- Experience and knowledge of quantitative techniques and tools would be an advantage
- Experience in working in developing countries or interest in development would be a distinct advantage
- Operational knowledge of guarantee products would be an advantage
- Knowledge of standard computer tools
- Excellent knowledge of written and spoken English and a good command of French (*)

- Strong negotiating skills and ability to master complex legal and other documentation
- Diplomatic skills and ability to manage direct contacts with clients and government officials often at a senior level
(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in one of the two languages. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of the relevant language and accept that their potential future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
