The position is in support of the Diplomatic Pouch and Mail Facility in Sterling, Va. The work hours will be 7am to 4pm daily or as directed by the Branch Chief of the facility. This position may include some overtime as required to meet the needs of the operation.

Additional duties and responsibilities may be assigned as necessary and/or directed.

All training will be provided by the Department of State.

General Requirements, Skills and Qualifications:

1. Responsibilities:

-Responsible for the maintenance and oversight of all x-ray equipment, Bio Detection and radiation systems as well other alarms and sensors and associated equipment to maintain mail security.

-Responsible to work in conjunction with the Industrial Hygienist and Branch Chief to ensure the latest technologies and best practices are utilized to maintain the security of the mail and facility.

-Maintain, repair and adjust, and replace parts as needed on test equipment and systems as well as place order for machine consumables.

- Monitor site on a daily basis and service systems.

 -Respond to calls regarding problems with the test equipment and system in order to troubleshoot and resolve problems.

- Perform software updates, upgrades, and other maintenance aspects such as proper installation, stressing, and testing of test equipment and systems in order to meet contractual requirements and specifications.

- Train personnel on the proper operation of equipment.

-Perform monthly updates for emergency SOP Contacts.

- Maintain communications and interact with appropriate personnel to keep each abreast of daily status via teleconference and secured website.

- Multi-task to complete tasks on time.

 

- Maintain and demonstrate an ability to foresee and proactively resolve problems within the area of his/her job related responsibilities with a minimal amount of direct, day-to-day supervision. This ability necessarily requires demonstrated initiative, a desire for excellence, a positive work ethic and the flexibility to respond to needs throughout the facility.

 

-Keep abreast of current and future trends in x-ray and image detection technology as well as technologies for radiation, chemical and biological detection.

- Maintain communications with the appropriate DoS offices to maintain currency in new techniques used to conceal hazardous and explosive material via various packaging techniques. Consults with senior Department personnel on technology issues, threat matters and risk mitigation as needed.

-Perform other duties as assigned including assisting the Security Screening team with their function of screening all incoming mail, packages and pouches.

 

Qualifications:

High-School Diploma plus 2 years of experience.

 

The Mail Security Screener must:

• Have the ability to obtain a TOP Secret Clearance (will start work with an Interim Secret clearance).

• Have a working knowledge of the DoS and Federal Regulations addressing mail and package processing requirements. 

• Have a demonstrated, working knowledge of the key components used for mail and parcel screening.

• Must be a U.S. Citizen.

• Pass a background and security investigation, including a criminal records check, in accordance with Federal law and standards established by the US Department of State.

Draft cogent and factual correspondence to members of the Diplomatic Corp on matters dealing with the processing, safety and security of pouches and mail.

Correspond directly with overseas State, and other-agency, customers.

• Demonstrate fluency in standard computer desk top software to include: Microsoft Windows, Microsoft Word, Microsoft Excel, and Microsoft PowerPoint

• Demonstrate knowledge and understanding of typical response actions to possible incidents involving explosives, hazardous material, biological agents and chemicals.
