MANAGEMENT ANALYST, SENIOR

 

CLARK COUNTY’S Department of Community Services is seeking qualified candidates to be part of our dynamic public service organization.

 

THE JOB

The position provides grant and contract administration, contract risk review and analysis, and contract monitoring. Writing is a key function of this position and duties include working with program staff to develop special terms and conditions and statements of work, program standards and contract compliance measures; gathering and analysis of information in order to perform reviews; and conducting analyses and writing reports. The contracts unit works with the Civil Division of the Prosecutor’s Office; participates with program staff in procurement and contract development processes, and in onsite reviews by state agencies and onsite monitoring of subcontractors. Tasks include using the contracts database for contracts/grants information and records, oversight of insurance and other deliverables, and may include HIPAA privacy training, monitoring, and reporting. The position is part of the Business Administration Unit.

 

QUALIFICATIONS

Requires a Bachelor’s degree or higher in Business Administration or a related field and a minimum of three years of substantial and responsible experience in administrative analysis, budgeting, auditing or a related field, The degree must have been conferred by an institution of higher education and have National Recognition of Accrediting Agencies by the U.S. Secretary of Education, and official transcripts may be required at the time of hire. Experience in publicly funded social services or a managed care setting preferred. All combinations of education, experience, and training that demonstrate the ability to perform the work will be considered.

 

The ideal candidate will have the following strengths:

·         Experience in developing performance measures and outcome based contracts

·         Experience using spreadsheet, data base, word processing software

·         Strong analytical and written and oral communication skills, including English grammar

·         Strong customer service skills

·         Experience in contract monitoring, risk analysis, preparation for state audits and working with community based non-profits and public entities

·         Experience implementing HIPAA privacy requirements and providing training and consultation

 

Knowledge of:  Performance and outcome based contracting for social services; program development and evaluation; research methods and information sources; relevant computer-based systems and applications; principles and techniques of project management; federal and state grant and program regulations, including HIPAA; and OMB circulars; local government operations.

 

Ability to:  Analyze and solve complex problems and explain results in writing; prepare a variety of written reports; interpret, apply, and explain Federal, State and local policies, procedures, laws, and regulations and incorporate them into terms and conditions for subcontracts; establish and maintain effective working relationships; meet deadlines established by grant funders, including application and reporting deadlines for multiple grants; coordinate with other units (program, finance, information systems) for procurement processes, contract planning, establishing outcomes, and desk review/onsite monitoring; track work, responsibilities and deadlines; work independently in a fast paced environment, managing a heavy workload. Knowledge of HIPAA in a health care setting would be valuable but is not required.

 

SALARY

The salary range is $4,927 - $7,018 per month.  It is the general policy of the County to start employees in the lower or middle sections of the salary range.  Clark County provides a benefits package which includes medical and dental insurance, paid holidays, vacation, sick leave and retirement.
