Role Overview
EBRD launched the Local Currency and Local Capital Market Development Initiative (LC2) in 2010. The Initiative's objective is to support the EBRD's countries of operation to build deeper and more resilient local financial markets. The LC2 is currently implemented by a working group (LC2 Working Group) which consists of Treasury, Office of Chief Economist, Banking Department and Office General Counsel. The LC2 Working Group currently has 4 full-time staff, and it also draw staff resources across the Bank as needed.
The Initiative's activities include: analytical and advisory work, such as which include production of assessment reports and on-demand policy notes; organization and implementation of capacity building and knowledge sharing activities; and providing analytical support to investments and capital market transactions which could play catalytic roles in the market development process.
We are recruiting a capital market expert with strong research and organizational skills to join the team. The job requires close collaboration within the LC2 Working Group, with other Treasury colleagues as well as across EBRD business units. It will also involve interactions with government authorities, market participants and other stakeholders such as banking and capital markets associations.
Key Responsibilities and Deliverables
- Research and production of analytical reports on capital market development issues - Analyze the state of local financial markets in terms of institutions, market infrastructure and regulatory environment. Lead data collections, including designing and conducting surveys. Draft assessment reports and on-demand policy notes.
- Knowledge management - Ensure that the knowledge gained from various LC2 activities are stored in an organized manner and disseminated effectively across the EBRD as well as external stakeholders. Lead organization of workshops and seminars.
- Management of technical cooperation (TC) projects - Design and implement TC projects. Manage TC funds within Treasury.
Essential Skills, Experience Qualifications
- Graduate degree(s) in economics, finance, business and/or related areas. Candidates without graduate degrees can be considered if they have previously held research-oriented jobs.
- Strong report writing skill. Previous experience in producing policy notes, assessment reports, etc. in International Financial Institutions, think-tanks, consultant firms, etc., is highly desirable.
- Experience of financial markets. 2-3 year work experience at financial institutions. Candidates with strong academic knowledge of financial markets and institutions can be also considered.
- Strong analytical mind and research skills. Must be able to research various capital market development topics with minimum supervision.
- Organizational skills. Must be able to lead multiple and wide raging tasks concurrently. Ability to deliver quality outputs within often tight deadlines. Prior experience in organizing conferences, seminars, workshops, etc. will be a plus.
- Ability to work across organizational boundaries. Must be able to foster collaboration between different business units.
- Donor fund management - While it is not required, prior experience in managing donor funded projects and familiarity with administrative processes of trust funds will be a plus.
