Sub Contracts Manager Position Responsibilities/Functional Responsibilities Lead a group of subcontract professionals is support of government customers. Provide training to staff . Resolve conflicts that arise with internal customers. Provide expert knowledge on the sub-contracts profession. Conduct negotiations when needed. Manage staff workload to maximize out put to the internal customer. Work with internal customers to detail a "compliant" process. Work with internal customers to offer support and guidance on how the federal sub-contract process works. Monitor and approve employee timecards. Prepare and be held accountable for a department budget. Hire and train subcontract administrators. Work with company Legal group on sub-contract agreements,, T's C's, and vendor facing agreements. Work closely with Procurement manager on all CPSR compliance issues. Required Skills Experience Minimum Qualifications 15 or more years combined federal procurement and sub-contract experience. 4 year degree in business or technical field 10 or more years supporting a CPSR approved department, Certified Professional Supply Chain manager or Certified Federal Contracts Manager. Security Clearance. Ability to effectively interact with all levels of management and employees. -Proven ability to resolve issues and positively impact process performance. Knowledge of sub-contracts, procurement, statement of work (SOW), bill of material structure. -In-depth knowledge of Federal Acquisition Regulations (FAR). -In-depth knowledge of Contractor Purchasing System reviews (CPSR) -Ability to provide training to staff -Knowledge of Systems, Applications and Processes (SAP) and Subcontracts principles -Knowledge of full cycle procurement and how all company functions interact with the sub-contracts function -Demonstrated quantitative and analytical skills using Microsoft suite as well as SAP -Knowledge/familiarity of Teaming Agreements, Non-disclose Agreements and other pre-award practices -Organizational skills allowing successful performance of assigned tasks -Strong communication skills, both oral and written along with presentation experience and skills. -Successful candidate will have genuine excellent interpersonal skills and conflict resolution skills as well as good negotiation skills. Desired Skills Experience Active Secret Clearance ***This position will initially be located in Arlington, VA for approximately 5 months. After that time it will be moved permanently to Ashburn, VA.
