Manager, HR Compliance

This position supports HR compliance in employee relations, equal employment opportunity, Affirmative Action, diversity compensation, ensures HR practices are in compliance w/ regulatory legal requirements internal policies and influences, develops implements plans for operational HR compliance strategy.
Essential Functions:
- Works with all HR partners to ensure seamless service consistent application of policies, processes support systems
- Responsible for Human Resources issues, systems, programs, policies, procedures, reports documents related to the on-going preparation to meet Joint Commission, NCQA Title 22 requirements
- Acts as a Spokesperson for regulatory reviews/issues during a facility Joint Commission Survey, Department of Health Services (DHS) audit Center for Medicare/Medicaid or Medical Services (CMS) investigation and implements changes to meet findings as a result of surveys, audits or investigations
- Manages local team
- Ensures comprehensive plan to manage regulatory files, audit files, develop, implement monitor corrective action plans provide regular reporting to managers leaders
- Presents issues, formulates recommended actions escalates issues non-compliance to appropriate leaders
- Collects, compiles, analyzes, prepares management leadership reports for all HR compliance related data
- Manages multiple regulatory databases
- Ensures consistent application, review resolution of issues related to conditions of employment
- Provides advice regarding questionable background checks
- Works in partnership to coordinate EEO/AA provide training in AB 1885
- Act as a liaison for the National Compliance Organization (NCO) to investigate, coordinate, analyze close hotline cases
- Investigates /or Coordinates the Compliance Hotline cases for their service area or as designated location
- Assesses, audits/investigates, trends summarizes information concerning the status of human resource compliance issues w/ specific federal, state, local employment laws, regulatory requirements regional policies
- Conducts random audits on administrative policies
- Provides policy guidance, administrative direction, documentation review processing to ensure the contractor meets organizational standards
- Provides ongoing training education to managers on HR Compliance policy, requirements law
- Communicates, interprets ensures adherence to policy by presenting new/revised HR regulatory policy to management HR professionals
- Reviews and provides guidance instruction to employees for financial hardship requests

Qualifications:
Basic Qualifications:
- Five years of progressive human resource experience
- Bachelor's degree, or equivalent experience, in Business Administration w/ an emphasis in HR or related field required.
- Master's degree preferred
- Extensive knowledge of employee labor law related practices, including accreditation requirements
- Working knowledge of compensation/benefits hiring/selection practices.
- Working knowledge of state federal laws regulations such as The Joint Commission, NCQA, DHS, others affecting Healthcare employers
- Excellent interpersonal conflict resolution skills
- Effective communication presentation skills as well as training facilitation skills
- Consulting leadership skills, ability to lead professionals manage others through influence collaboration
- Proficient w/ PC applications
