JOB SUMMARY: Manages the administration of the University benefit plans, policies and programs to ensure that University costs, employee costs and plan provisions are competitive within the market; ensures the effective communication of benefit program to employees. Collaborates with consultants and University personnel to ensure that benefit programs maintain fiscal viability.

ESSENTIAL FUNCTIONS RESPONSIBILITIES:

Manages, supervises, plans, assigns and reviews the work of benefits personnel; including the interviewing of candidates for employment and making recommendations for hire; trains and orients newly hired personnel, evaluates work performance, authorizes and denies the use of paid leave, investigates and documents corrective action incidents, recommends corrective action, conducts grievance meetings and formulates grievance responses as well as other traditional managerial responsibilities.

Administers medical, dental, prescription drug, group life, accidental death and dismemberment, disability benefit plans, flexible spending accounts, and tax deferred annuities. Reconciles the insurance charge backs with General Accounting; Plans periodic open enrollment programs for all eligible University employees; Monitors the University's self-insurance health plans.

Manages relationships with outside vendors, insurance carriers, and consultants to ensure plan documents are properly administered, maintained, and updated and ensures contracts are effectively administered.

Conducts research associated with and formulates new and revises existing University policies and procedures related to employee benefit programs; ensures the effective implementation of benefit plans, programs, policies and procedures. 

Participates in periodic meetings to prepare grievance responses associated with benefit issues and formulates and analyzes proposals related to employee benefit programs that are utilized during the collective bargaining process.

Administers and verifies benefit billing information, certifies claims, and resolves discrepancies.

Ensures that all necessary information is properly entered into the Banner system for purposes of eligibility premium payments, employee contributions, cost analysis and reporting.

Provides effective customer service to address benefit issues; Serves as a liaison between the University, the employee, and insurance carrier(s). Assists in the resolution of eligibility and benefit claim issues, including but not limited to employee appeals of denied claims.

Serves as the University's HIPPA compliance officer. Assumes responsibility for the development and implementation of University policies pursuant to the Privacy Rules.

Ensures the University's compliance with applicable federal and state laws relative to benefits. Updates information as required and prepares and files required reports.

Oversees the development of employee benefit communication and provides assistance with the implementation of training programs and new hire orientation.

Administers the University's Tuition Remission program.

Administers employee retirement programs and processes appropriate information.

Administers voluntary annuity programs - 403(b) and 457(b); Serves as a liaison between vendors and employees; Authenticates and validates incoming salary reduction agreement forms to ensure conformity with state and federal laws and regulations; works with vendor to ensure that rollovers, withdrawals, loan request and hardship requests are processed.

Assumes responsibility for managing the University's three mandatory retirement programs, the State Teachers Retirement System of Ohio (STRS Ohio), the Ohio Public Employees Retirement System (OPERS), the Youngstown State University Alternative Retirement Plan (ARP).  

Provides monthly employee count for Ohio Department of Jobs and Family Services; runs computer reports to provide Quarterly OBES Wages for employees eligible for Unemployment Compensation.

Represents the University at IUC-HR Benefit sub-committee meetings and other internal and external groups and committees as necessary.

OTHER FUNCTIONS RESPONSIBILITIES: Performs other related duties as assigned.

SUPERVISION EXERCISED: Administrative supervision is exercised over benefit employees.  Functional supervision is exercised over assigned student employees.

REPORTS TO:  Chief Human Resources Officer

PHYSICAL REQUIREMENTS: The position I considered sedentary. This means the employee is required to exert up to 10 pounds of force occasionally (up to 1/3 of the time) and/or a negligible amount of force frequently (from 1/3 to 2/3 of the time) in order to lift, carry, push, pull or otherwise move objects; Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.

WORKING CONDITIONS: Standard business office working environment with possible minor inconveniences due to occasional noise, and/or heating/cooling or ventilation problems. Near continuous use (70% of the time) of a computer monitor.

REQUIRED CERTIFICATIONS AND/OR LICENSURES: None

MINIMUM QUALIFICATIONS: Bachelor's degree in Business Administration or a related discipline required, plus a minimum of five (5) years recent relevant experience in administering a variety of health care, prescription drug, dental, and vision plans, retirement programs, annuities, life insurance, long and short term disability plans, etc. including three (3) years of experience in managing employees engaged in benefit administration; Extensive knowledge of the principles of benefit administration and compliance with laws and regulations impacting the administration of benefit programs (ERISA, HIPPA, COBRA, etc.) Computer skills including word processing, spreadsheet and databases are essential.

PREFERED QUALIFICATIONS:

Knowledge of and prior experience with Ohio State Teachers Retirement System (STRS) and Ohio Public Employees Retirement System (OPERS) laws, rules and regulations.

Knowledge of and previous experience working with the BANNER system.

CBP (Certified Benefits Professional) or CEBS (Certified Employee Benefits Specialist) certification.

Previous experience with benefit administration in a university and/or public sector setting.
