Manager of Purchasing Job in Washington 20036, District Of Columbia US

USAC, a dynamic company in downtown DC, has an outstanding opportunity for a regular full-time position for a Manager of Purchasing.  The purpose of this position is to administer the procurement activities for a 300 person, not-for-profit company in an administrative environment, to include a managing a team of buyers and contract administrators.  Procurement activities include: development of statements of work and requests for proposals; conducting open, competitive procurements; facilitating proposal evaluations and award recommendations; drafting contractual documents; administering contracts after award; and management of the purchase card program for micro-purchases.  Procurements include, but are not limited to, information technology hardware and software, office furnishings and supplies, and various categories of services such as auditing, temporary staff augmentation, printing mailing, and training.

 

The successful candidate will have:  

·            6 - 8  years in contracting and procurement including experience working with the Federal Acquisition Regulation (FAR)

·            3 years of experience in a management or leadership role;

·            3 years or more of Microsoft Professional Office Suite experience.

·            Bachelor’s degree from an accredited college or university, preferably in Business Management, Finance, Procurement, or Contracting;

·            Cost/Benefit Analysis experience and management of a corporate credit card program knowledge desired;

·            Intermediate skill level using integrated financial applications, which includes a purchasing module, such as Microsoft Dynamics GP, SAP, or CGI Momentum.

Responsibilities include:

·            Manage and develop a team of buyers and contract administrators supporting every business discipline within company;

·            Implement acquisition policies, programs, and procedures that enhance operational efficiencies and promote cost effectiveness including standardization where possible.  Assure and maintain a smooth purchasing process from initial request to invoice payment to vendor management;

·            Responsible for the company’s procurement process. Active management of contract negotiations including coordination with the company’s legal team and functional business organization.  Perform contract coordination and administration.  Determine the application of the FAR to the company’s procurements.  Coordinate with the Federal Communications Commission (FCC) as required;

·            Plans a comprehensive negotiation strategy, coordinates strategy with other technical experts involved, and leads negotiations conducted with vendors to develop the contract price and terms;

·            Facilitate smaller purchases.  Manage the company’s Purchase-Card program;

·            Develop potential sources of supply to ensure competitive procurement process, with an emphasis on small and/or disadvantaged businesses;

·            Analyze and review all phases of the acquisition program to provide continuous improvement;

·            Develop and monitor operational results reporting for contract and procurements;

·            Other duties, as assigned.
