Duties Responsibilities:
- Report to the Associate Director for Administration
- Provide financial leadership, strategic advice and counsel to the Center leadership team.
- Supervise and coach Business Office staff and coordinate the management of their account portfolios, including budget development, monitoring, reconciliation, compliance, and variance analysis, as well as financial processing.
- Responsible for developing and maintaining staff competencies and individual growth to enable them to provide comprehensive financial services and assure regulatory compliance.
- Provide information for and advise on high level decision making to senior leadership of the department by developing and utilizing complex budget and financial analysis, reporting, and forecasting tools, as well as compliance monitoring.
- Work closely with faculty members to provide guidance on grant submissions and fiscal management of their awards. Serve as a point of contact for faculty and staff on proposal preparation, grant portfolio financial/budget questions, and sponsored research guidelines and procedures. Oversee effort reporting for faculty and staff.
- Develop and maintain the annual budget for Center base grant and cost recovery accounts; monitor, analyze and forecast all operational and discretionary accounts.
- Work with Center/HMS staff to ensure that both University and grant sponsor policies and standards for compliance are monitored and met.
- Identify policies, processes and procedures needing refinement and/or enhancement and work with senior management to formalize and/or refine existing processes and procedures.
- Work closely with Associate Director for Administration, FOA, OSP and SPA and to ensure cohesive functioning of financial matters and establishment/maintenance of departments financial policies and procedures.
- Create and prepare complex financial status reports and projections and perform related audit activities as necessary to ensure the Centers compliance in accordance with OMB circulars A-21, A-110 and A-133, in addition to HMS and OSP financial policies.
- Provide recommendations and resolve financial issues involving allocation of resources, flow of funds, compliance of financial policies, and appropriateness of charging and costing.
- Serve as the department representative to wide variety of internal and external partners on all fiscal matters including a variety of department and school-wide committees related to financial administration.
Basic Qualifications:
- Bachelor’s degree required; major in Accounting or Finance preferred.
- 8 – 10 or more years of demonstrated achievement in accounting and financial management; pre-award grant administration (particularly in the area of proposal development); and post-award grants administration (particularly in the area of grant financial accounting)
Additional Qualifications:
- Masters degree in Accounting, Finance or Business, or a Research Administration certificate preferred
- Related experience in research, academic or clinical environment.
- Preference to candidates with significant NIH and research administration experience
- Demonstrated managerial, leadership, negotiation, and communication skills.
- Significant understanding of federal and non-federal sponsor guidelines and contract financial policies and regulations and budget/accounting principles
- Strong analytical, organization, planning, implementation, team-building, coaching, support and guidance skills
- Prior experience with Harvards financial systems a plus.
- Experience in large financial systems applications required as well as expert level Excel skills.
- Excellent interpersonal and management skills, with ability to interact professionally with staff at all levels, and manage highly confidential and sensitive information appropriately.
- Ability to interpret and abide by numerous policies mandated by the National Institutes of Health and other grant-awarding institutions and regulatory agencies.
