Manager of Sponsored Research and Contract Administration

In this position, you will manage the complete process for proposals and agreements including, but not limited to Work for Others (WFO), Cooperative Research and Development Agreement (CRADA), Technical Services (TSA), and Intellectual Property (IP) agreements. You will be a critical member in the success of the Technology Development Commercialization (TDC) division`s mission by developing policies and procedures, and maintaining awareness of Department of Energy (DOE), Department of Homeland Security (DHS), many other federal and non-federal agencies, and legislative policy actions and issues. This is a critical position in collaborating with other Argonne business elements and external organizations for coordination, issues resolution, and agreement completion which is vital to having a robust contract administration process.
You will have highly dedicated staff and colleagues while working with the best minds in the world. Bring your insightful perspectives on completing proposal processes and agreements and be a key partner within the Technology Development Commercialization (TDC) division.

· Knowledge and skills in developing, monitoring, analyzing and presenting on various reports.

· Skills in problem solving, business process improvement and benchmarking best practices.
· Ability to analyze and synthesize complex processes.
To be considered you must have:
· A track record of successfully managing the efficient processing, preparation, review, approval and submission of WFO and TSA proposal packages to non-DOE sponsors, Other Federal Agencies (OFA), Other DOE Contractors (ODC), Department of Homeland Security (DHS), and many other federal agencies.
· Expertise in the pre-proposal, post-proposal and close-out processes, and coordination with internal divisions, federal agencies, DOE, and sponsors to plan and expedite processing.
· Experience drafting and reviewing Memorandums of Understanding and other Agreements (MOUs/MOAs) and reviewing and approving solicitations for response eligibility.
· A bachelor's degree with at least 5 years experience in a similar capacity.
A master's or other advanced degree is preferred, as is experience in a National Laboratory environment.
