Manager, Payroll Job in New York 10041, New York US


Manage payroll process consisting of 10 pay groups, 5 Non-Union, weekly and semi-monthly payroll frequencies; and 5 Union, weekly and bi-weekly payroll frequencies. Responsible for overseeing compliance with payroll procedures and SOX guidelines while strictly meeting specified timeframes for accurate payments to the employees.

Essential Duties:
•Oversee staff of 4 employees ensuring accurate and timely preparation of payrolls consisting of changes relating to salaries, deductions, tax updates and garnishment/tax levy compliance. Oversee workload of department for the purpose of maximizing efficiency and meeting operational requirements.
•Supervise personnel (e.g. interviewing, recommending, training, evaluating, etc.) for the purpose of enhancing productivity of staff and ensuring department outcomes are achieved achieving maximum efficiency within the department.
•Consistently identify system enhancements and make recommendations to Director to improve efficiency of payroll processing and/or payroll/HR systems. Facilitate meetings for the purpose of enhancing payroll procedures, identifying appropriate actions, developing recommendations in support of payroll team. Attend meetings for the purpose of conveying and/or receiving information required to perform payroll functions.
•Lead system conversion initiatives between Payroll and Human Resources. Partner with HR to successfully guide testing and requirements for payroll interface changes. Responsible for system setups for new codes and lead testing requirements to ensure accurate transition of changes on the payrolls.
•Work collaboratively with Human Resources to implement new procedures wherein deficiencies are outlined and solutions are recommended to further enhance payroll department’s efficiency.
•Distribution of approved payments received from Human Resources to appropriate staff members and appropriate follow up to ensure all payments are processed timely and accurately.
•Work closely with Director on special projects, SOX/Internal Audit compliance and company-wide reporting requirements. Prepare reports ADHOC as requested and prepare/distribute monthly reports to designated areas timely and accurately.
•Responsible for payroll schedule setups for 10 Company codes on yearly basis to ensure proper pay processing and pay dates for each pay period.
•Assists Director with reconciliation and tax issues related to the year end closure.

Knowledge, Skills Abilities:
•Superior analytical skills are required to identify and resolve key payroll/system issues on a consistent basis.
•Analytical skills are essential for identifying complex payroll issues and recommending solutions to senior management.
•Individual must be extremely detail orientated and results driven to succeed in this position.

Qualifications:
•BA or BS degree in Finance or equivalent level of knowledge in a relevant field.
•Requires 5-8 years of relevant experience.
•3 plus years of supervisor experience.
•Proficiency in ADP Enterprise,PeopleSoft and ReportSmith/PeopleSoft Query Writing.
•Extensive knowledge of Cybershift payroll application.
•High level expertise in federal, state and local tax regulations.
•Knowledge of PC based applications including Microsoft Excel and MS Word.
•Excellent written and verbal communication skills.
