Job Summary: Oversees the strategic and tactical development, implementation, deployment, and execution of the Company's owner operator recruiting and retention programs. Manages Fleet Field Supervisors and ensures that each operating center has sufficient owner operators to meet the aggressive growth plan of the Company. Provides leadership in defining, creating, and implementing a business to business culture between the owner operators and the Company. Increases the Company's owner operator capacity to meet growth objectives through the management of these programs. Primary Activities and Responsibilities: Oversees the development and management of highly effective processes to attract and retain quality owner operators. Ensures recruiting programs meet business needs in partnership with Operations in response to capacity demands. Complies with legal and regulatory requirements. Ensures attainment of targeted metrics relative to quality of hire, cost per hire, time-to-fill, turnover data to develop recruitment/retention strategies that will increase retention. Manages the comprehensive recruitment process to ensure ongoing pipeline of qualified drivers. Continually improves plans, programs, and processes in order to proactively control expenses, increase value, and promote highly effective recruiting processes. Directs staff on capacity and recruitment policies and procedures to ensure compliance and understanding of hiring guidelines. Functions as a subject matter expert on strategic recruiting by assessing industry trends, best practices, legal developments, technological advancements and benchmark comparisons. Oversees the advertising process, media buying and ad spending budget. Miscellaneous activities and responsibilities as assigned by manager.
