Manager Web Applications and Integration

The Corporate Services Business Information Office (CS BIO) at Kaiser Permanente is undertaking multiple large scale transformations of its core IT platforms in partnership with the Program Office (PO) functional business partners, as well as other parts of IT.

The Finance Portfolio is composed of multiple programs including OneLink, Finance, Supply Chain, National Medicare Finance, Financial Planning and Analytics/Reporting.

The applications in this Portfolio have significant linkages across BIO's and to some Mega Projects. The Finance Portfolio serves business partners through delivery of new solutions and capabilities, as well as supporting existing production applications, including operations, compliance and availability.

The CS BIO Finance portfolio seeks a solution specialist to Develop Solution Design documents for OneLink requirements for the ROC and NCAL implementations. This position will also lead design, development and unit testing activities for all application enhancements to production, lead project planning and tracking activities for multiple applications product enhancements, lead and participate in architecture, design and code review activities for application enhancements and review and complete detailed product integration documents.

RESPONSIBILITIES:

- Lead, mentor and manage a team of J2EE, Websphere and .NET experts in supporting and enhancing the existing stack of custom application and product deployment.
- Serve as SME and Manager for the Web Tools, Imaging/Document management platform integration and interfaces for the leadership. Provide consultative support where needed.
- Participate and lead solution analysis and technical design activities involving selection and implementation of 3rd party product and custom application development on J2EE/Java/Websphere platform.
- Establish repeatable and thorough testing process with associated data and scenarios to ensure code delivered passes regression tests
- Lead definition of functional design specifications for new requirements for the Web Integration tools, including integration methods to PeopleSoft.
- Lead small project teams focused on the design and delivery of infrastructure components related to new application or product implementations.
- Server as the IT project manager for the Optical Character Recognition (OCR) project and manage the design and development of the integrations to PeopleSoft and the OneLink Imaging platforms.
- Manage the delivery of code from our offshore delivery partners, implement oversight and quality measures to ensure that deliveries are timely and meet requirements with minimal rework.
- Work with KP OneLink and IMG infrastructure teams to ensure our environments are at the correct patch level and to coordinate updates to the environment for upgrades or for regular patch or hot fix maintenance
- Establish, manage and track all SDLC related activities involved in a product/project delivery of application changes to a production environment.
- Work with Architecture, Design and Performance testing to ensure reliability and performance testing is accomplished and executed on a regular basis and results are published.
- Work with OneLink testing teams to ensure that testing for all tracks is completed and is comprehensive and addresses all new requirements. Triage and troubleshoot defects and bring to closure.

Qualifications:
BASIC QUALIFICATIONS
- A minimum of 10 years experience in solutions consulting including defining requirements, developing solution alternatives and estimates and translating client's business requirements into specific systems, applications or process designs for large complex IT solutions.
- Bachelor's degree in a related field and/or 4 years of equivalent experience.
- Strong experience in solution architecture, technical design and development using Web (Http) platform, UNIX, Websphere, JBoss, J2EE and Java.
- Experience with open source tools and frameworks like struts, spring, hibernate, quartz etc.
- Strong knowledge and experience in RDBMS (Oracle, DB2) at both logical (SQL, process architecture) and physical (Deployment, hardware etc.) level.
- Strong understanding of middleware technologies (MQ, JMS) and SOA/Web Services platform.
- Experience with integration and batch architecture, design and implementation.
- Experience performing conceptual and technical designs, including the use of object oriented analysis and design techniques.
- Experience and deep knowledge on troubleshooting performance and availability needs for an application on Websphere/UNIX/J2EE technology stack.
- Experience working on product deployments and implementations is required.
- Experience leading a team of architects, SME's, developers and functional analysis on large multi-year projects.
- Experience managing a multi-location team with on shore and offshore delivery teams.
- Demonstrated project management, planning and tracking skills.
- Experience with managing budgets and project plans for large projects and engagements.

PREFERRED QUALIFICATIONS
- Healthcare and Finance/Supply Chain experience
- Experience and knowledge of .NET/Wintel platform
- Prior experience with Document Management Systems like Vignette would be an added plus.
- Previous experience as an architect for a large integration project will be preferred
- Background and experience in ETL and mainframe technologies would be an added plus.
