Summary: This position is responsible for ensuring the timely and effective procurement, acquisition and storage of goods and services for VTC product and operations in support of the Company’s business plan and budgetary parameters. He/she is thus responsible for the overall management of the Purchasing and Inventory Control functions, as directed by management.
The Materials Manager is responsible for: a) staffing, training and overseeing the Purchasing/Inventory Control functions; b) developing and maintaining an adequate record keeping system to ensure proper monitoring of material cost history and trends; c) provide for an adequate sourcing of vendors for materials such that timely and cost-effective procurement will be possible for future orders; d) providing the necessary training for departmental personnel; e) providing adequate procurement support to Sales, Engineering, and Manufacturing to ensure a smooth work process flow.
Essential functions include, but are not limited to:
1. Schedule and direct the daily activities of the Purchasing Inventory Control departments so to ensure timely and effective materials procurement, delivery and storage.
2. Establish Master Schedule and all other Manufacturing planning functions.
3 Track key internal and external cost indicators/factors so that cost changes and other trends can be properly monitored.
4. Maintain records of vendor/cost histories.
5. Develop and monitor internal procurement standards for cost containment and other procurement goals and objectives.
6. Maintain material cost and inventory levels as directed by VTC business plan and other management directives.
7. Provide for routine inspection of incoming materials to ensure quality levels, and correct vendor/material quality deficiencies as needed.
8. Establish and maintain a perpetual inventory on all items, including expendables, used in manufacturing processes.
9. Provide periodic inventory reports as directed by supervisor.
10. Monitor BOM releases against slow moving or accumulated inventories for possible use on jobs being reviewed.
11. Advise management regarding cost changes when dictated by business conditions.
12. Recommend to management a frequency review schedule for the established guidelines ( e.g. Min/Max, MRP min) at not less than 6-month intervals.
13. Satisfy all work performance requirements as determined by supervisor, as well as all attendance guidelines as established by the April 1991 Employee Handbook.
14. Other duties as assigned by supervisor.

Worker Specifications:
Required:
1. Six to ten (6-10) years materials/procurement management experience in related heavy manufacturing environment.
2. Four year college degree preferred.
3. Demonstrated managerial/supervisory experience.
4. Demonstrated competencies in negotiation and verbal/written communications.
Preferred:
1. Materials/procurement management experience in transformer or related power industry.
2. Established proficiency in materials management and/or purchasing, either through professional accreditation or a degree in procurement science.
3. Professional certification in either purchasing or inventory control.
